Purpose of Project and Background

The Global Road Safety Partnership (www.grsproadsafety.org) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC) and is a voluntary association of governments, businesses and civil society organisations. Both the IFRC and Global Road Safety Partnership are headquartered in Geneva, Switzerland. The aim of the Global Road Safety Partnership’s work is to reduce death and serious injuries as a result of road crashes in low- and middle-income countries. Globally, road crashes are estimated to cause some 1.3 million deaths and 50 million serious injuries annually and represent a silent humanitarian crisis. 85% of the casualties in this global man-made crisis are in low and middle-income countries. In addition to the incalculable pain and suffering, there is an economic cost in these countries of some $65 billion per annum.

Under the Botnar Child Road Safety Challenge (BCRSC), the Global Road Safety Partnership is supported by Fondation Botnar (the “Foundation”). The Foundation acts as a catalyst, connecting diverse partners and investing in scalable AI and digital innovation to improve the health and wellbeing of children and young people in growing secondary cities around the world. BCRSC is designed to address locally relevant road safety problems that affect children in small- and mid-sized cities in six priority countries (South Africa, Mexico, Tunisia, Romania, India and Vietnam) with practical, innovative and evidence-based interventions.

The projects under the BCRSC aim is to reduce road crash deaths and serious injuries among children in urbanised, small cities that have the population between 200K to 1 million inhabitants. In Round One, twelve projects were approved and will be delivered over the next two years.

The Botnar team at GRSP consists of the program manager (Botnar Program Manager) and two senior staff members (Country Leads), supported by consultants in Geneva and abroad.

Project objectives

1. To contribute to a reduction in road crash death and injury in municipal locations across countries within the Botnar Children Road Safety Challenge portfolio (South Africa, Mexico, Tunisia, Romania, India and Vietnam);

2. To provide timely expert advice regarding age appropriate road safety education (e.g. students, parents, teachers) curriculum development, training programs, education materials for vulnerable road users and any other technical guidance regarding road safety education in the portfolio countries above;

3. Provide on-going, as required, in-country and/or remote-based technical support and capacity building to the Botnar team and grantees in successfully delivering their projects;

4. To contribute to the knowledge sharing, community of practice platform from the road safety education and child development perspective;

5. Supporting GRSP at relevant in-country meetings and activities;

6. Conducting other road safety related tasks, as directed by the Botnar Programme Manager in Geneva.

7. To align efforts with GRSP Strategic direction and the UN Decade of Action and Sustainable Development Goals.

Desired outcomes

This consultancy contract is to enable GRSP work to be conducted, including providing technical road safety education advice, under the guidance of the Botnar Program Manager, to the Botnar Country Leads and grantees as part of programmatic work and the capacity building plan. The consultant will also give support to other GRSP Managers as required in support of the GRSP’s range of programmatic activities.

Consultancy outputs

  1. Provide expert, timely advice in relation to road safety education in the delivery of the programmatic work and the projects being delivered.

  2. With supervision from the Botnar Program Manager, support the Botnar CRSC capacity building program and deliver training and support for the Botnar Country Leads and grantees, as required;

  3. Contribute to the Community of Practice and cross-project learning platform to share knowledge and skills-building opportunities;

  4. Assist the Botnar Program Manager and Botnar Country Leads in fostering and encouraging relationship building, and linking project teams with existing in-country resources, the GRSP team and other road safety stakeholders around the world.
