Colombia: Planning, Monitoring, Evaluation and Reporting (PMER) Officer

Operational PMER responsibilities

  • Support the revision processes for the emergency appeal as required under the lead of the Operations Manager.

  • Support Monitoring and Evaluation (M&E) activities related to the operation, including M&E design and tools; measurement of appropriate indicators; data quality assurance processes and systems; database maintenance; appropriate data analysis; and appropriate dissemination or results.

  • Ensure the operation monitoring and evaluation is up to date based on the evolution of the situation.

  • In tandem with operational team in the country office, develop monitoring and reporting templates for the National Society volunteers and staff.

  • Act as the reporting focal point for the Colombia: Population Movement.

  • Support the preparation and delivery of reports for this operation, ensuring coherence of the information, edition and formats in coordination with the Operations Team, country cluster support team in Lima, and the Americas Regional Office (ARO) and in compliance with the IFRC quality standards and timeliness to fulfil established deadlines.

  • Ensure programmatic information in reports is coherent with financial cross-checking the narrative information for coherence with the financial information.

  • Assist in the preparation and management of the evaluation for the operation.

  • Guide baseline studies, field surveys (including beneficiary satisfaction surveys) and ensure proper collection and analyses of data.

  • Provide support to evaluation processes carried out and ensure compliance on the IFRC Evaluation Framework.

  • Support with the development of proposals for contributions to the Colombia: Population Movement Operation as required.

National Society Development in PMER tasks

  • Work with the CRCS to provide technical support (in the field, national headquarters and branches) for operational monitoring and facilitation of result-based management and accountability and evidence-based outcomes, using tools such as the monitoring and evaluation plan, baselines studies, indicator monitoring tables, among others.

  • Provide training and guidance to the National Society to support capacity building in PMER for this operation and other actions by the CRCS.

  • Facilitate information from PMER learning opportunities available in the Americas.

Other PMER duties

  • Maintain knowledge, understanding and use of the IFRC planning, monitoring, evaluation and reporting systems and procedures.

  • Work with the Americas PMER unit evaluations processes as per the Emergency Plan of Action for the Operation.

  • Collaborate with programs focal points of the CCST to ensure proper implementation as highlighted in the plan of action, and support monitoring and reporting on the Development Operational Plan (DOP) through the setting up of a strong monitoring system-

  • Work closely with all the departments on the development of proposal writing, to ensure all PMER aspects are included such as: monitoring and evaluation (M&E) plans, on the development of indicators tracking tools (ITT), regular reporting, and on building capacity in M&E

  • Support the CCST as PMER support for ongoing and closing other operations based on workload at the CCST level

  • Support the ARO PMER Unit and the CSST with any other activities related to PMER as requested
