Background:

The IFRC Health and Care Department in Geneva is organized into three teams (Community and Emergency Health, Health in Complex Settings and WASH). Both the Geneva based Health and Care Department, and broader Global Health Team work increasingly with National Societies and vulnerable and hard to reach populations in complex and fragile settings. Harm reduction, HIV, immunization, migration, malaria, reproductive and maternal health, TB are health files within the Health in Complex Settings team.

Two types of settings are covered by the Health in Complex Settings team:

  • Complex reach - populations with very high preventable mortality rates living in areas where instability, recurrent crises and weak health infrastructure limit the reach of health services particularly at community level

  • Complex access - people with specific health needs and risks who are socially distanced and where discrimination and stigma limit access to health services

    Although the CBHFA approach is used where possible to meet needs, in the face of massive, urgent, unmet health need, and at the request of the National Society, we also stand ready to implement the REACHED (Risks, Engagement, Access, Commodities, Health Care in Danger, Evaluation, Dissemination) methodology - a new approach to reducing inequalities in complex settings.

    The focus of REACHED is to roll out life-saving malaria, HIV, TB, immunization, nutrition and other RMNCAH interventions at scale in hard to reach communities with the support of a range of Red Cross Red Crescent, domestic and global financing partners.

    The REACHED approach also positions National Societies to provide their invaluable work force of staff members, trained volunteers and active community members to support the work of partners including Ministries of Health, UN agencies, and other development partners to reach the Last Mile and provide culturally appropriate and tailored responses.

Alignment to the IFRC’s objectives and strategy

IFRC’s work on malaria contributes to Strategy 2020 as the projects aim to support multiple National Societies globally to provide access to malaria prevention and treatment for millions of people globally.

Activities are focused on maintaining essential life-saving services and commodities which helps achieving the second strategic aim of enabling healthy and safe living.

The project will also help achieve the first enabling action which is to build stronger National Red Cross and Red Crescent Societies.

Consultancy objectives

This consultancy has four objectives in order of priority:

  1. Support in the update of the Health in Complex Settings strategy document. Support documents provided to this objective include the 2017 Health and Care Operational Plan, Universal Health Care 2030 draft strategy, WASH 2017 strategy document, Health in Complex Setting 2016 strategy document. The deliverable for this objective will be a Word document (10 pages maximum) and a supporting PPT (example provided the WASH strategy document and supporting PPT).

  2. Update IFRC’s Global Fund 2012 – 2015 engagement strategy based on lessons learned to date and IFRC’s planning going forward with the Global Fund. This new Global Fund Strategy should cover a five-year timeframe 2018 – 2022. The deliverable for this objective will be an updated strategy document based on the format of the 2012 – 2015 Global Fund Strategy document.

  3. Develop a broader strategy for engagement with the main multilateral partners the Health in Complex Settings team will work with including; Global Fund (Malaria, HIV, TB), Gavi (Vaccination) and Global Financing Facility (RMCH).

  4. Support in the development of a lessons learned document from IFRC’s engagement with the Global Fund from 2011 to 2018. Examples of other lessons learned documents from the Health and Care Department will be provided in advance of the start of work on this objective.

Mission dates and location

  • At time of writing only travel to the IFRC Geneva office is planned for this consultancy.

  • Most work under this consultancy is desk based.

  • The consultant will work directly with the Team Lead of the Health in Complex Settings Team

  • The consultant will be given access to all relevant documentation to support this consultancy.

  • IFRC will facilitate all relevant contacts and both country level and external partners to support this consultancy.
