Organisational context:
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners

Job purpose:

The IFRC is continuously seeking an improved humanitarian response for the benefit of the communities we serve and to improve National Society capacity. The Community Engagement and Accountability (CEA) and Protection, Gender and Inclusion (PGI) teams of the IFRC have been engaged in various initiatives in an attempt to identify gaps and areas needing improvement including development of PGI and CEA competencies as part of the core competencies for surge personnel, review of teaching methodologies. CEA and PGI will now define their respective competency frameworks for CEA/PGI experts.

A Global Tools Review was finalized in 2016. Based on the outcomes/recommendations from the report, a set of working (reference) groups have been developed to address each of the report’s outcomes. The ‘Cross Cutting’ reference group no 5 “Cross Cutting issues” (Community Engagement and Accountability, Gender and Diversity, Do no harm/ Protection, Green response) was formed with the vision statement “A global surge pool of delegates from all regions that demonstrate knowledge and expertise in cross cutting issues during their deployments to address emergencies in disaster and conflicts”. The reference group Cross Cutting issues is working in close coordination with six other reference groups, contributing to the overall process of ‘Surge Optimization’, coordinated by a process manager under the IFRC. The IFRC CEA and PGI teams seek an experienced learning and training consultant who support the teams can move these improvement initiatives forward through an aligned approach. The consultant would work with key IFRC teams, in close coordination with the CEA and PGI coordination groups as well as the surge team, to develop and implement key aligned deliverables to help deliver a better prepared CEA/PGI workforce responding to disaster.

Job duties:

Refine exisiting and/or develop surge training approaches against recommendation of surge learning strategy (in close coordination with the surge learning group and Learning & Development initiative)

Based on learning pathways for CEA and PGI, and aligned with the surge learning and development initiative.

· Restructure existing training curricula or develop new training curricula as needed to address gaps and overlaps as described in the expected outputs (listed below), to be integrated in existing surge training (FACT, ERU, RDRT, HeOPS, EPOA)

· Develop facilitator’s guidance which incorporates a variety of key learning methods including problem-based learning, tabletop and field simulation, and other learner-focused modalities;

· Pilot the revised CEA and PGI curricula and incorporate feedback in a revised (alpha) version.

· Work closely with other Surge Optimisation reference groups (especially RG 2 on Learning), IFRC Geneva & regional offices, & NSs to ensure that CEA/ PGI training is as linked as possible with other related sectoral trainings being developed as part of the Surge Optimisation process.

Expected outputs:

· *Basic training on PGI & CEA core competencies for all delegates***

o Draft learning & development pathways completed based on existing training and material

o Develop / organise training components and material for core PGI competencies:

§ 1 e-learning module with different modules for different tiers including basic concepts: Minimum Standard Commitments, Protection and DNH concepts, key protection, and how to implement in a) sectors and b) management role

§ A series of modular 1-2h basic F2F session on core competencies covering all key aspects of PGI[1] and CEA - scenario-based learning to implement key messages from e-learning,

§ Guidance on how to use the modular approach to integrate sessions into existing training or combine for 1-2 day basic PGI / CEA training.

· Advanced training for PGI & CEA technical experts:

o Draft learning & development pathways completed based on existing training and material

o Technical 3 days Face to Face PGIie training of trainer

o Technical 3 days Face to Face CEAie training of trainer

Develop and maintain a network of facilitators/ mentors within the larger surge network who are available to deploy to support CEA/PGI surge trainings

· Develop draft ToRs for facilitators to guide the creation of a PGI & CEA facilitators network.

· Discuss and agree with different stakeholders the desired network model including interim and final model.

· Develop facilitator criteria with necessary teaching and learning competencies;

· Review list of identified CEA/PGI facilitators to identify those who meet the selection criteria;

o Identify gaps in the facilitators pool and propose a strategy to resolve them. Develop a network of qualified facilitators/ mentors within the larger surge network who are available to deploy to provide basic/expert trainings, and strategy to maintain the network

Education:

Degree level (or equivalent qualification) in Adult Education, Pedagogy, or other relevant subject

Experience:

  • At least 7-years’ experience as adult learning practitioner, with a solid understanding in pedagogy
  • At least 1-years’ experience in humanitarian emergency response operations
  • Previous experience in developing training curricula, manuals and guidance
  • Previous experience in managing and delivering training and learning projects
  • Previous experience of programme design, project management and reporting, preferably in humanitarian context.
  • Practical experience in sectors that link with disaster response (i.e. relief, food security, disaster risk reduction
  • Good understanding of cross cutting areas and their importance (community engagement and accountability, protection, gender and diversity)
    Knowledge and skills:

  • Excellent collaboration and team working skills

  • Self-driven and able to work home base and with offices in different time-zones

  • Excellent oral and written communications skills

  • Understanding of the RCRC Movement and knowledge of the IFRC Surge system.

  • Willingness to travel frequently if needed

  • Knowledge and/or experience of Federation HR and surge systems and procedures

  • Fluently spoken and written English

  • Good command of another IFRC official language (French, Spanish or Arabic) solid - Preferred
