Ecuador: Shelter and Logistics Liaison Officer

Job Purpose

Ecuadorian Red Cross with the support of the International Federation is executing actions that involve different construction processes to support affected population by the earthquake occurred in April 2016. Actually, the operation has a bi-province infrastructure Coordinator that requires support by an experimented professional to serve as a liaison between the construction works and the logistics in order to comply the operations objectives in time, quality and scope.

Job Duties & Responsibilities

Under the Operations Manager and as part of the Infrastructures National Team and Logistics, the Liaison delegate will contribute to the organization and monitoring of the construction works, looking for ensuring the schedule compliance as well as the timely delivery and tracking of the construction material.

· To serve as Liaison between the Infrastructures National Coordination and the Logistics Unit in all the matters related to the construction processes.

· To analyze the current situation of warehouses management and particularly of the construction materials as well as the requirements of construction planning for the coming months.

  • Design a materials’ management tool to establish into the operation (warehouse, transport to communities), to offer effective and efficient transport, reception and warehousing according to the communities’ needs and operation’s capacities.
  • To ensure effective quality control to the construction materials as well as its sustainability certificate when is required.
  • To ensure proper tracking of construction materials all along the supply chain process.
  • To facilitate the distribution plans in coordination with the infrastructures team and the Logistics Unit.
  • Support the National Infrastructures Coordination in the planning and monitoring of works, in coordination with the community mobilizations’ teams.
  • To provide concise and timely reports about the related matters

Lateral relationships:

  • To establish and guarantee an effective working relationship with the staff within the Red Cross Operation and the strategic stakeholders.
  • To guarantee effective working relationship with the technical teams at local and national levels

Aplicable to all staff:

  • Work actively to the meet the objectives of the secretariat
  • Assume and work in line with the Fundamental Principles of the Red Cross and Red Crescent.
  • Carry out any other task related to your work, which is required by the Operations Manager.

Education

REQUIRED

  • Relevant university degree or equivalent qualification in structural/civil engineering, architecture, construction management or related field.

PREFERRED

  • Degree or Diploma in or in a Logistics-related field
  • Relevant advanced university degree (Master’s or equivalent) or equivalent qualification

Experience

REQUIRED

  • At least 5 years shelter and/or construction experience
  • At least 2-year experience in working for a humanitarian aid organization at field level
  • Be experienced in quality control of materials used and workmanship in this type of context, e.g. timber, masonry, reinforced concrete, etc.
  • Volunteer and/or work experience at national and/or international level in the RC/RC

PREFERRED

  • At least 2 years’ experience in large complex shelter operations
  • At least 2-year post-emergency project management experience
  • Be experienced in appropriate construction technologies and materials for transitional shelter and permanent housing in this type of context
  • Acquainted with International Federation policies, procedures and systems

Knowledge, Skills and Languages

REQUIRED

  • Self-supporting in computers (Windows, spreadsheets, word-processing)
  • Valid international driving license (manual gears)
  • Skills in training and developing staff
  • Fluently spoken and written Spanish

PREFERRED

  • Fluently spoken and written English
