Greece: Field Coordinator/ National Contract

General:

In September 2015, IFRC launched the emergency appeal to support Hellenic Red Cross to scale up its emergency response efforts to support migrants entering to Greece. Over the course of 2015 and into early 2016 the migrants were on transient, remaining limited time in Greece before continuing their journey along Balkans route. The situation changed in March 2016 with closure of the borders and EU- Turkey agreement coming to an effect. Following the EU Turkey Statement on 18 March 2016, the average number of daily arrivals has decreased significantly.

As of January 2017, official figures show that more than 33,000 people are still stranded on mainland Greece distributed among sites (formal and informal), official housing schemes and other solutions. Some 15,000 are stranded on the islands, while new arrivals are still registered (with an average of 60 per day) and expected to continue in the future. With the pace of the asylum process going slower than planned, migrants are still in need of basic assistance and service including health services, psycho-social support and hygiene promotion.

The position is currently located in Thessaloniki, but also covering the Islands of Greece with visits, in order to support the field coordination of all aspects of the operation on behalf of the IFRC, in collaboration with the Hellenic Red Cross. The main programs requiring support would be: Nea Kavala (clinic, PSS and hygiene promotion), the Multifunctional center in Thessaloniki, and less frequently, monitoring of Islands. The programs in Northern Greece are operationally managed by the Hellenic Red Cross, with the administrative side being operated directly by IFRC. The IFRC also supports the HRC in an advisory role for the operational side. Lastly, IFRC is (without HRC) the implementing partner for a UNHCR cash programme in Northern Greece, funded by ECHO. The field coordinator also provides support for this program.

Job Purpose:

Reporting to the IFRC program coordinator, the field coordinator is responsible for supporting the Hellenic Red Cross (HRC) and IFRC staff in the implementation and coordination of all aspect of the operation in the respective geographical area. S/He will ensure proper technical support on areas such as Movement Coordination, Disaster Management, Relief, WASH, Health and Care, PSS, HR, Cash Transfer Programming and other areas needed by the HRC and the IFRC. The delegate is also expected to provide support to HR and financial management of the daily operations and reporting using ODK. As of August 2017, the field coordinator is the line manager for 3 staff directly, providing different kinds of support to the programs.

The field coordinator also represents the IFRC in coordination meetings, and furthers the organization’s interests. The current focus of the field coordinator is on the north of Greece, and partially for the islands, requiring travel from time to time. The focus is dependent on the evolution of the context.

The Field Coordinator’s main aim is to support the operation implementation and coordination, and for the HRC to deliver on its core services and effectively contribute to the assistance of vulnerable people in Greece through a movement coordinated approach. The coordinator must ensure all activities are implemented following the accepted humanitarian standards, while promoting capacity building of the HRCS and actively pursue community participation in the implementation of activities. The field coordinator has an HRC counterpart in the north. The field coordinator is also expected to enhance the IFRC’s dialogue with Greek authorities; for handovers of activities and advocate for rights of migrants.

While the position is currently until the end of the year due to funding cycles, if programs continue next year there is a possibility to extend.

Duties and Responsibilities:

The post holder will be responsible for the following duties:

RC Movement Coordination

· Work alongside and be direct counterpart to the corresponding HRC person.

· Support Movement coordination in the area by organizing RC Movement coordination meetings chaired by the Hellenic Red Cross as needed;

· Support HRC on the ground as best as possible, keeping in line with the objectives outlined in the IFRC appeal and emergency plan of action.

· Work closely and support the District branch of the NS;

· Coordinate and liaise with activities supported by Participating National Societies

· Brief, update, facilitate visitors/ delegates visiting the operations in the area;

External Coordination

· Attend and provide regular updates from coordination meetings;

· Liaise with important actors in the area

· Liaise with and encourage the HRC to engage effectively with Movement partners, Regional and Local bodies at all levels, UN and international humanitarian organizations, NGOs, community groups and beneficiaries;

· Engage and enhance the dialogue with Greek authorities, such as the MoMP, MoD, MoH and municipalities, also to further the rights of migrants, and align programs in view of possible handovers to authorities.

Analysis and reporting

· Analyse the evolving scenario and sharing results with IFRC Country Team to inform potential adjustments needed to ensure accuracy and quality of the planned intervention to meet the needs of migrants;

· Together with HRC counterpart and field teams provide regular field reports as per given schedule;

· Provide RCRC reports to the partners participating in coordination meetings.

· Keep abreast of the socio-political, humanitarian and security situation in area of responsibility, and update the country team.

· For financial reporting, ensure that the actions and documentation is in line with the audit requirements.

Program implementation

· Support the HRC and the technical program delegates in running field activities for specific programs;

· Support HRC and IFRC field teams in program planning, implementing, monitoring and reporting;

· Provide assistance to HRC staff and volunteers to effectively implement project and program activities in accordance to humanitarian standards (ie. Sphere Minimum Standards in Humanitarian Response);

· Serve as IFRC finance, admin and logistics focal point for IFRC in the hub area as needed.

· Manage staff in the north as line manager (separate technical line manager).

· Ensure close linkage and co-operation with different managerial and technical sectors of both the NS and Federation teams, and provide that link to have an overall image for field activities in north, and to some degree in the islands;

· When required provide written field reports on important events or situation developments.

· Support the HRC branch in building capacity, also for long term organizational development.

· Any other tasks depending on the evolution of the context

Duties Applicable to All Staff

· Actively work towards the achievement of the needed goals of the organization.

· Perform any other work related duties and responsibilities that may be assigned by the line manager.

Qualifications:

Knowledge:

· Essential Relevant university degree or equivalent qualification

· Preferred: Basic Delegates Training Course or IMPACT. FACT, ERU, RDRT training or equivalent knowledge

Work Experience:

Essential:

· Minimum of 3 years relevant work experience in humanitarian operations

· Minimum of 2 years work experience with an International Organisation, international non-governmental organization, NGO and/or government development agency

· Field experience

· Experience in managing staff

· Experience in negotiating with Greek authorities

Preferred:

· Experience within the Red Cross and Red Crescent Movement

· Understanding of security, logistics and finance

Knowledge and Skills:**

Required:

· Good mentoring and capacity development skills

· Good coordination skills

· Good stress management skills

· Good analytical skills and solution focused person

· Ability to work well in a multicultural team

· Demonstrated accountability

· Fluently spoken and written English and Greek
