Background

Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The Programme Services Division is in turn organised in three Departments, each of them led by a Director. The department of Health consists of 3 teams, of which Community and Emergency Health Team is one. The Grants Manager for Epidemic and Pandemic Preparedness (EP3) serves as a member of the Community and Emergency Health (CEH) team reporting to the Health Security and Risk Management Leader. The Grant Manager for EP3 supports the IFRC's programmatic vision for CEH and its translation into programmatic interventions, in close collaboration with Regional Offices, Cluster, Country offices by providing technical advice, support and coordination to the Federation's programmes in the areas covered by the Health department
Job Purpose
1) To support the implementation of the IFRC epidemic and pandemic preparedness initiative by providing high quality in-country and distance operational support and assistance, coordination support, and reporting support (financial and narrative) while contributing to the health department’s overall goals.
2) To support the systems development of National Societies engaged in the epidemic pandemic preparedness initiative through direct and indirect support including coordinating support from organisational development, finance, PMER and knowledge and learning units of the IFRC.
Job Duties and Responsibilities
Support to the Implementation of the Epidemic and Pandemic Preparedness Initiative
Reporting
• Develop and distribute monthly and annual EP3 reports to donors and partners
• Compile and produce meeting reports
• Ensure compliance and accountability on the various grants managed within the EP3
• Support the submission, implementation and reporting of grants related to EP3
• Support coordination, roll out, monitoring and evaluation of project activities, participate in final project review meetings and ensure that projects are implemented according to the approved proposal, budget, and timeline
Logistic Support
• Organize related partnership meetings with multiple global, regional, and country partners.
• Support related training and knowledge sharing events
Communication Support
• Manage regular communication between country projects and partners ensuring collaboration and knowledge sharing.
• Oversee the maintenance of the EP3 website. Draft, edit and prepare website communications National Society capacity building
• Support project implementation targeted at improving national society capacity related to systems including Human resources, logistics, finance, organisational development and volunteer management
• Coordinate technical support, both internally and externally related to NS capacity building of systems.
• Support National Societies to develop contingency plans to maintain operations through an epidemic or pandemic including human resources, logistics and finance procedures.
Grant Management
• Develop system for managing grants to collaborative partners internal and external to the IFRC including implementation of a results based financing framework
• Manage grant allocations per project with in EP3 and support national collaborative networks related to joint work plans.

• Support the Team Leader in strengthening financial standards in the team by contributing to: regular reports on use of funds within the EP3 program are provided; and ensure budget needs are met and reported upon in a timely and efficient manner.

University degree in Finance or administration - Required
University degree (master's or equivalent) in Health - Preferred
Experience
Required:
- Experience working in an international or cross-cultural environment.
Preferred:
- At least three years working experience in the humanitarian or development sector, with a focus on organisational development, finance or movement cooperation.
- Experience working in a RC/RC National Society and/or Federation/ICRC Knowledge, skills and languages
Required:
- Knowledge of public health and experience in practically applying this knowledge into policy, programmes and positioning.
