Job purpose
The Project Coordinator acts as the main focal point for IFRC in Malaysian Red Crescent Society (MRCS), oversees the implementation of funds channelled through the IFRC, coordinates technical assistance and supports MRCS in planning, implementation, internal and external coordination, monitoring and reporting of the overall operation
Job duties and responsibilities
Closely working with the IFRC on planning, implementation and management of overall disaster management and national society capacity building of the Malaysian Red Crescent Society
Provide management oversight to ensure that all activities relating to IFRC-supported operations are implemented in accordance to IFRC standards; are aligned with IFRC guidelines and policies and that the outcomes/deliverables outlined in plans of action are achieved within set timeframes, the agreements and proposal with the donors.
To work closely with the MRC leadership on planning the annual Malaysia Operational Plans.
To work together with IFRC PMER team in the production of specific reports according to IFRC and donor requirements.
Responsible to management and maintain of resources (equipment, infrastructure, logistics, etc.) necessary for successful implementation of operational activities and to identify the needs of adequate personnel to support implementation.
Facilitate and promote the coordination at all levels in MRCS, encouraging the communication and information sharing between the MRCS branches and the National HQs and IFRC, supporting the dialogue between the NS and the Government of Malaysia according to the Auxiliary Role and mandate of MRCS.
Facilitate the communication and coordination with external partners with presence in Malaysia such as the UN country team, NGOs, ECHO and other donors as well as bilateral and multilateral organizations within the mandate of the key tasks and responsibilities set in this job description.
In consultation with the DCPRR and relevant technical counterparts, ensure that all IFRC-supported response and recovery operations have components that strongly support development of the National Society’s capacities.
Coordinator is holding the project responsibilities in terms of ensuring a proper action plan, monitoring mechanisms and ensure accountability.
Ensure the production of evidence based information
Request support from KL technical teams to enable the NS to improve the quality of the implementation of the projects
To promote the development of staff and volunteers that can support the implementation of the projects
Focal person between MRCS and IFRC in all communications.
Education
Relevant university education or an equivalent of qualifying experience
Basic Delegates Training Course, WORC, IMPACT or equivalent knowledge is preferred
ERU/FACT or ERU/FACT Team Leader training is preferred
Experience
Experience of managing and supporting staff is preferred
Experience of working for Red Cross/Red Crescent is preferred
Three-year experience of working for a humanitarian aid organization in a developing country
Experience in working disaster, hardship and difficult conditions
Prior working experience in Malaysia
Experience in Project Management
Prior experience in operations coordination and planning
Experience in project cycle management (planning, logframes, reporting, monitoring and evaluation)
Experience of preparing and managing budgets
Knowledge and Skills
Valid international driving licence (Manual gears)
Skills in training and developing staff
Skills in preparing Emergency Plans of Action
Skills in negotiation and building relations
Advanced skills in computers (Microsoft Office, E-mail, Internet technologies, social media, etc.)
Languages Fluently spoken and written English
