The IFRC Asia Pacific regional office in Kuala Lumpur is recruiting a PMER Officer covering South Asia region. The position holder will be a member of the Asia Pacific Regional PMER Unit/Team under the Partnership Resource Development building block (PRD) based in Kuala Lumpur, Malaysia, and may from time to time be required to travel to other countries to assist.
Job Purpose
The PMER officer’s overall task is to support programme and PMER staff in National Societies, and IFRC offices in ensuring quality and timely delivery of all plans/appeals/reports; and to work with National Society and IFRC staff to improve PMER capacity so that IFRC planning, M&E and reporting standards are met. Job Duties and Responsibilities
- Support in the coordination of all plans/appeals/reports for one or more Asia Pacific region, liaising with the IFRC offices, to ensure that all plans/appeals/reports meet required professional standards and formats and that all deadlines are met.
- Post emergency and operational related plans and reports on the IFRC public website and/or internal website (FedNet), and send out notifications of documents posted.
- Coordinate with PRD colleagues to send pledge-based reports to Partner National Societies/donors, and liaise on other pertaining issues related to reporting.
- Provide editing and formatting support in finalizing proposals and reports for institutional donors – e.g. DG-ECHO, OPEC Fund, governments, etc. - ensuring required formats are used.
- Ensure that APPLE (appeals and pledges) database is kept correct and up-to-date regarding all reports for the region.
- Provide support at regional and country level in planning, reporting, and knowledge sharing in PMER practices, including visits to IFRC offices as needed.
- Assist in coordination, design and delivery of PMER related training to IFRC and National Society staff as requested.
- Work as part of the regional PMER team, provide cover and back up support as needed.
- Make presentations/briefings on the role and work of the PMER Unit and brief new colleagues/visitors to APRO.
- Maintain archives as an integral function for all plans/appeals/reports undertaken, in a timely and effective manner, within agreed guidelines of the PMER Unit.
- Support in providing peer guidance in implementation of monitoring systems to IFRC and National Society staff in the APRO and the field;
- Work with the APRO M&E section to ensure the application of appropriate, useful and relevant monitoring and evaluation framework;
- Ensure and coordinate regular case studies, programme evaluations and appropriate accountability of the IFRC supported activities;
- Guide baseline studies and ensure proper collection and analyses of data;
- Contribute to the Evaluations database for all evaluations carried out in the South Asia.
Education
- Educated to degree level and/or can demonstrate equivalent intellectual capacity
- University degree in a relevant field
Experience
- Managing and supporting staff and systems
- Strong background in report-writing and product delivery to tight deadlines

- Planning, implementing and monitoring projects from conception to completion
