Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

A 6.8 magnitude earthquake hit Morocco on September 8, killing and injuring thousands of people and causing widespread destruction. The Moroccan Red Crescent Society (MRCS) responded immediately, providing first aid and psychosocial support, helping transport the injured to hospitals, evacuating people from damaged buildings and providing dignified burial management. IFRC is supporting MRCS to meet the immediate and early recovery needs of 500,000 affected people with a focus on provision of food, safe water and essential household items; shelter support; health and mental health services, and cash assistance. A key part of the response is to strengthen MRCS capacities to provide relevant services to populations in need, in a sustainable manner.

This position is based in Rabat, Morocco and requires in-country to MRCS branches as needed.

IFRC works in an integrated manner with the MRCS and its partners. MRCS has the role as the Movement convener for operational field response and coordination among Movement partners. The NSD Delegate will promote Movement Coordination in NSD in the spirit of the NSD Compact and Strengthening Movement Cooperation and Coordination (SMCC) and is accountable to the wider Movement through regular reporting.

Reporting to the Head of Delegation and with a technical reporting line to the Regional Head of Membership Services, this role will work closely with technical colleagues within Morocco and the Regional Office. The NSD Delegate will support MRCS to continue being a relevant, effective, and sustainable humanitarian organisation with capacity to deliver services that match the growing needs of the vulnerable population, ensuring its capacity in effectiveness, efficiency and accountability is increased.

Job Purpose

The NSD Delegate

  • Serves as a trusted adviser to the MRCS to strengthen their institutional capacity, to fulfil their humanitarian mandate.
  • Provides technical support on National Society Development (NSD), tailored to the MRCS’ specific needs and context and in line with IFRC Strategy 2030.
  • Leverages and coordinates support from the IFRC Membership as relevant to increase the capacity of the
  • Ensures close links between MRCS development and programming support, working closely with other regional units of IFRC as well as Movement partners.

The ultimate aim of the role is to assist the National Society to develop the required capacities and capabilities to operate effectively in regular times and in emergencies and crises across the entire country, in line with its auxiliary status to public authorities in the humanitarian field, including inter-alia image, presence, financial sustainability and human resources.

Job Duties and Responsibilities

Technical support:

  • Work closely with the MRCS to support the identification of NSD priorities, and the development and implementation of NSD Plans and ensuring its inclusion into all current and future program/project budgets both emergencies and longer-term.
  • Guide MRCS assessment of needs through IFRC tools such as the Organizational Capacity Assessment/Certification (OCA/C) and the Branch Organizational Capacity Assessment (BOCA), where appropriate
  • Support MRCS with its annual and strategic planning process and assist in developing harmonised operational plans and budgets.
  • Assist MRCS in developing and maintaining appropriate structures and systems in terms of its governance, internal structures, and systems, and updating policies and procedures to match current needs and requirements.
  • Develop initiatives to support staff capacity especially on integrity and accountability in line with global policies.
  • Identify potential organizational issues (structures and systems) which could hinder the delivery of humanitarian assistance based on field information and develop possible appropriate solutions.
  • Mentor, coach and provide day-to-day accompaniment for delegates providing NSD support to the NS which are relevant for a successful operation.
  • Support the alignment and coordination of technical capacity strengthening in the areas of volunteer management, branch development, logistics development, cash preparedness, Community Engagement and Accountability (CEA)/Risk Communication and Community Engagement (RCCE), shelter, communications, and preparedness for effective response (PER) with the respective technical experts at Cluster and regional level.
  • Provide technical support towards strengthening HR management and development, including through identifying and managing required expertise.
  • Identify and support the provision of the expertise for the development of contemporary financial management and accountability systems, including financial risk management. Ensure that supply chain management system procedures and systems are at place.
  • Support the NS in bridging the digital divide and ensure that information management and data security are in place.
  • Coordinate support to configure and use relevant databases (on volunteers, beneficiaries, members, and donors) by the NS staff.
  • Provide technical guidance and accompaniment on efforts to secure resources (financial and technical) from RCRC Movement internal funding mechanisms (NSIA, Capacity Building Fund, Empress Shoken Fund) and from external sources.
  • Support the MRCS in processes relating to the creation (or improvement) of resource mobilization strategies and plans aimed at financial independence and long-term sustainability.
  • Support NS in developing and adopting policies on Integrity (e.g. on fraud and corruption, PSEA, child protection, etc.) to the local context.
  • Facilitate leadership development and identify opportunities especially among Red Cross youth members and volunteers.
  • Ensure close collaboration with volunteering teams in the Regional Office for MENA and Geneva Headquarters and mobilize required expertise from within the Movement as required to support volunteer development processes
  • Facilitate support on NS legal base in close cooperation with relevant IFRC technical teams.

Job Duties and Responsibilities (continued)

Coordination:

  • Work closely with the ICRC and Partner National Societies (PNSs) to integrate a Movement-wide approach to NSD in Morocco and coordinate their support so that it contributes to systematic NSD according to MRCS priorities and operational needs.
  • Coordinate required technical expertise from within the Movement and external actors.
  • Support, assist and advise MRCS leadership and management, in coordinating multilateral and bilateral support, and, raising funds and mobilizing resources; and assume responsibility and accountability for coordination, fundraising and resource mobilization when needed or requested.
  • Ensure close coordination with relevant teams (Membership Services and Strategic Partnerships and Resource Mobilisation) in the Regional Office to support the NS in building its financial sustainability through the development of domestic resource mobilization function.
  • Assist and support MRCS in learning from their own experiences and from those of other NS In addition, assist MRCS to access and link-up with various knowledge-sharing networks and opportunities across the region.
  • Ensure that planning, budgeting, and reporting in all areas of responsibility are carried out in a timely and appropriate manner in accordance with the IFRC requirements, formats, and standards.
  • Support the Operations Manager / Head of Delegation in all other matters related to the IFRC activities in-country and as needed within the cluster – including ensuring strategic coherence and alignment as well as programmatic and operational coordination between the CCD and the Regional Office (RO) – and be prepared for changing working conditions and reasonable adjustments of the job description during the mission.

Relationships and Representation:

  • Establish and maintain effective professional working relationships with national and international staff in-country, regional and global offices, and, with counterparts in MRCS, PNSs, International Committee of the Red Cross (ICRC) and donors.
  • Be part of and contribute to develop a network and systems for knowledge sharing including best practices.
  • Contribute to the IFRC Country Office Team, while sharing technical expertise in a supportive manner.

At the request of the Operations Manager, the Head of CCD and/or RO Senior Management Team, represent IFRC in engagements with NS leadership, Movement coordination platforms, Governments, Diplomatic Missions, Sub-Regional Bodies, the UN system and the humanitarian community.

Education

  • Relevant university degree in a related discipline or extensive professional experience in related field. - Required
  • IMPACT Training Course or equivalent knowledge -Preferred
  • Background in non-profit management and consulting. - Required

Experience

  • At least 5 years of progressive experience in a similar role. -Required
  • At least 5 years of experience working in organizational development, capacity strengthening and community or volunteer development. -Required
  • At least 5 years of experience within the Red Cross Red Crescent Movement or membership-based non-governmental organizations. -Required
  • A minimum of 3 years of professional experience in coaching, institutional capacity strengthening and staff development. -Required
  • Experience in management at senior/ mid management level and/or in consulting and facilitating organizational development or change management in a National Society or similar voluntary organization. -Required
  • Experience in development of approaches for resource mobilization and financial sustainability. -Required
  • Working knowledge of IFRC’s Organizational Development and volunteer development policies and tools including the NSD Framework, National Society Strategic Planning and National Society Self-Assessment.-Preferred

  • Sound knowledge in financial management and in project design, budget, monitoring, evaluation, and reporting. - Required
