Pakistan: Head Of PMER (Planning, Monitoring, Evaluation and Reporting)

The main tasks for the GRC Head Of PMER are:

  1. Programme Planning and Coordination

  2. Contribute to the strategic planning and development of proposals for the GRC operation in Pakistan: Support the GRC HoO with the strategic identification and design of projects, which support the PRC strategic plans.

  3. Donor applications: In coordination with GRC Program Coordinators and HoO, contribute to resource mobilisation efforts towards our programmes by timely collection and analysis of quality information in line with GRC result framework and donor requirements

  4. Support the GRC Liaison office in Islamabad in aligning their activities with the GRC PMER process at HQ: Review the current activities of GRC in Pakistan against the new GRC project management tool and in combination with the current PRC reporting systems.

  5. Act on behalf of the HoO in times of absence: When the GRC HoO is on annual leave, the Head Of PMER will assume overall management of GRC projects and coordination with German Red Cross NHQ, GRC Program Coordinators and Pakistan Red Crescent.

  6. Gender mainstreaming focal person within GRC in Pakistan: Advise HoO and provincial program managers regarding actions to further mainstream gender into the GRC working environment.

  7. Monitoring, Evaluation and Reporting

  8. Conduct focus group discussions (FGD) and small surveys: arrange frequent field visits to project locations in coordination with the project managers and their monthly action plans. Upon the field visits, FGD’s and small surveys should be conducted to assess the progress of project activities towards the project indicators prior to a mid-term or end-line evaluations.

  9. Coordination and oversight of baselines, reviews and evaluations of GRC supported programmes. This can include ToR preparation for, and the management of, programme surveys (e.g. baselines), real-time evaluations (RTEs), midterm and end-of-project evaluations, and special studies as technical assistance needs arise. Ensure that lessons learned from programme PMER improve future programme selection, design and implementation.

  10. Coordinate the monthly, quarterly and annual reporting process for GRC Pakistan: support the Program Coordinators to submit timely and good quality reports according to GRC and Donor requirements.

  11. Communications

  12. Communication material: Produce newsletter documenting the quarterly progress of the various projects, produce quality pictures of project activities suitable for printing or social media, produce human touch stories for social media and other communication material (calendars, notebooks etc.) promoting developments and achievements of the projects supported by GRC in Pakistan. Where possible, support relevant Movement communication initiatives of IFRC, ICRC and PRC.

  13. Local media: Proactively provide basic project information to local media at important project events in strict coordination with HoO

  14. Develop their capacity within PMER and Communications.

  15. Study training material provided by the GRC Red Cross, IFRC and ICRC and Programme Manager

  16. Participate in relevant on-the-job training and/or workshops, if and when possible.

  17. Frequently review best practices reports from relevant stakeholders in Pakistan

  18. Receive technical support from German Red Cross Resilience unit. It is expected they will be in regular contact with the members of this unit at GRC NHQ.

  19. Provision of general support to GRC Liaison office Pakistan

  20. Assist in liaising between the German Red Cross and its partners within the International Red Cross and Red Crescent Movement in Pakistan.

  21. Assist in liaising between the German Red Cross and its counterparts within Pakistan Government and national and international non-governmental organisations.

  22. As needed, interpret during meetings for HoO.

  23. Assist with other tasks related to the German Red Cross’ activities in Pakistan on an ad-hoc basis.
