Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
Job Purpose
In close collaboration with the Regional IT Unit in Kuala Lumpur, the IT Specialist is responsible for supervising the development, installation, and maintenance of Information Technologies and Telecommunications systems for the Federation CCST in Indonesia. This includes identifying appropriate technical staff or subcontractors and performing some technical tasks for the smooth running of the ICT systems within the limits of requirements, specifications, costs, and timelines. S/he is responsible for ensuring that the ICT system always aligns with the organization’s goals.
Additional support to the National Societies may also be required in the scope of IT Telecom.
Job Duties and Responsibilities
- Advise the efficient IT services to the Indonesia Country Office for PNSs.
- Manages the efficient delivery of IT services to the Indonesia Country Office for IFRC
- Analyse IT and telecommunications equipment needs, considering existing systems and applications and using Federation standards.
- Manage, provide advice, and ensure the effective functioning of IT and Telecommunication equipment as appropriate.
- Provide and develop an Office Productivity and Cost Efficiency Plan to ensure office productivity and cost efficiency through ICT technology and Strategies such as reducing Electricity usage, Communication Costs, and monitoring paper usage. The strategic plan should be able to show cost and benefit analyses.
- Ensure the IT and telecom equipment is inventoried according to the Federation rules, including complete stock management and all investments and running costs related to IT & computers are spent efficiently.
- Provide technical advice on technology innovation.
- As part of the global service desk team, provide level 1 IT support through the ServiceDesk portal for regional and global needs.
- Support the implementation of IFRC Office ERP
- Manages and ensure the continuation of the Smart Office system (internal & external)
- Implement the installation of software and hardware of IT network equipment.
- Provide ICT Governance/Management
- Lead, supervise, and provide a strategy for operating the ICT unit.
- Liaise with Senior Management to develop a strategic ICT plan and implement Key Performance Indicators.
- Conduct regular system dry runs.
- In the unavailability of an ICT Assistant, provide day‐to‐day support to users in the office.
- Working across functions, units, and peers to ensure collaboration in achieving organizational goals.
- Implement ICT Policy.
- Provide inputs, options, and risk analysis for supporting Senior Management on strategy development and execution planning.
- Liaise with service providers and service centers whenever required.
- Develop Annual IT budgeting for the office.
- Maintain and support the office IP PBX System.
- Produce regular, timely, accurate, and integrated ICT Reports and Documentation for management.
- Provide monthly ICT-related reports such as a summary of activities, Incidents reports, Internet performance, progress reports, and other ICT-related issues.
- Liaise software licenses needed to the ISD office.
- Update and maintain ICT documentation on Network structure, Network Configuration of Firewall, Switch hub, Wireless Access Point Setting and Servers
- Establish a Logbook to record When, what is changed, who did change, and the purpose of the configuration change.
- Record Administrator passwords for accessing the network equipment, Server, and client’s computers.
17. Provide support onboarding & end mission staff:
- ICT equipment set up and installation.
- ICT training and briefing
- ICT decommissioning
18. Responsible for registering and preparing the Disposal process for new and moving items.
19. Provide a Business Continuity and Disaster Recovery Plan
- Ensure data recovery for offline backup.
- Implement a Disaster and Recovery Plan as part of the Organization’s Business Continuity Plan.
- Ensure the availability of ICT Infrastructure for supporting the organization during emergencies.
- Perform regular tests on Disaster and Recovery Plans against various threats, take note of any findings, and
- Update/enhance the Disaster Recovery Plan accordingly.
- Ensure data recovery for offline backup.
Education
- Bachelor’s degree in information technology, Computer Science, Information Systems, or a related field, or equivalent experience
- Completed MTCNA, CCNA certification, or equivalent (Preferred)
- Professional training in related field (Preferred)
Experience
- Minimum 4‐6 years of prior professional experience in ICT operations, IT and Network field
- Experience leading and managing large ICT projects and rolling out ICT. Infrastructures across various technologies.
- Experience in working in an international environment, preferably with the United Nations or INGOs (Preferred)
- Experience within the Red Cross and Red Crescent Movement (Preferred)
Knowledge, Skills and Languages
- Excellent professional communications skills, both verbal and written in both English and Bahasa
- Excellent working knowledge of Microsoft Windows computer systems, Office365, security, network & systems administration, databases and data storage systems, and phone systems
- A high degree of competence in teamwork, commitment to the International Red Cross and Red Crescent Movement and its work, integrity and personal conduct, flexibility and adaptability
- Strong critical thinking and decision‐making skills
- Excellent project management skills and strong ability to prioritize
- A firm grasp on IT infrastructure and operations best practices

Range of Salary for this position start from IDR 17,770,000 - 20,012,000
