Organizational Context

Under the management of the Secretary General and the guidance of the Audit and Risk Committee, the Office of Internal Audit and Investigations Department provides independent high quality audit, investigation and consulting service that is designed to add value and give management objective assurance on the effectiveness of the Federation Secretariat’s risk management framework and internal control environment. The Department is part of the Secretary General Office The position is based in Geneva Office, but with frequent travel to the field.

Job Purpose

The main purpose of this post is to:

  1. Provide high quality professional accounting services to the internal audits and investigations teams.
  2. Review and analyse accounting records and financial statements for the audit and investigations teams.
  3. Assist in the identification of fraud and corruption.
  4. Reconstruct accounting records and financial statements for the investigations.
  5. Conducting forensic analysis of financial data;
  6. Undertake interviews to uncover and verify information;
  7. Quantify and evaluate damages or losses sustained for the investigation team.

Job Duties and Responsibilities

  1. Demonstrate knowledge of procedures and techniques as generally prescribed under Generally Accepted Accounting Principles (GAAP).
  2. Solve problems independently by following accounting procedures and have experience in evaluating controls associated with complex business processes.
  3. Use own initiative, sound judgement and experience to reach appropriate decisions in accordance with the aims and objectives of the audits or investigations.
  4. Conduct research and analysis using open source information, national and international databases, and corporate record filings to correlate and summarize data into a finished professional product.
  5. Perform investigative or audit field missions, sometimes for an extended period of time.
  6. Prepare fit for purpose briefings, working papers and presentations to Senior Auditors and Senior Investigators on findings including root causes and control and/or process gaps.
  7. Prepare thorough and well written forensic reports that are of a consistently high quality with soundly based findings and appropriate recommendations, and present them to the Senior Auditors, Senior Investigators and the OIAI Director, as appropriate.
  8. Support investigations in accordance with generally recognized international investigation standards.
  9. Collect evidence, review documents and perform analysis.
  10. Function effectively with high integrity and ethics as a member of a multi-national and multi-disciplinary team.
  11. Handle multiple cases simultaneously, prioritising workloads.
  12. Support issues that are time-sensitive, highly confidential, with significant financial, legal and reputational risks.
  13. Maintain professional approach when conducting challenging or difficult conversations at all levels of the IFRC.

Education

Required

  • University Degree in Accounting (MA/MS)

Preferred

  • Certified Public Accountant or equivalent
  • Certified Internal Auditor or equivalent
  • Certified Fraud Examiner or equivalent
  • Formal professional training from an accredited provider in investigations, such as interviewing, forensic accounting, and evidentiary procedure.

Experience

Required

  • A minimum of three years' experience as a professional accountant and/or financial auditor working on complex accounting files.
  • Experience as a professional accountant working on complex administrative investigations in financial fraud, corruption, collusion, mismanagement, misuse of funds or breach of staff code of conduct.
  • Experience conducting analysis of financial and business records to support internal audits and administrative investigations.
  • Experience working in a multi-cultural and multi-language environment in a related field and traveling to developing countries to conduct field missions.
  • Experience in advance accounting and financial reporting theory, financial analyses and working with financial and accounting records.

Preferred

  • Experience in the use of Data interrogation tools and data imaging tools
  • Experience working on investigations related to the Humanitarian sector or international development aid, including external parties such as vendors, partners and officials engaged in commercial activity with an international organization. Knowledge, skills and languages
  • Knowledge and understanding of theories, concepts and approaches relevant to investigations particularly fraud, corruption, bribery and misappropriation of financial resources.
  • Ability to plan work and manage conflicting priorities, and handle a large caseload simultaneously.
  • Good research, analytical and problem-solving skills in financial audits and investigations.
  • Familiarity with the use of various research methodologies and sources of information and evidence including electronic sources and data interrogation tools and software.
  • Ability to draft and edit in English various types of written documents, communications, file notes and reports, and to articulate ideas in a clear and concise style.
  • Very good interpersonal skills and the ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance.
  • Fluently spoken and excellent written English
  • Fluently spoken and excellent written French
  • Good command of another IFRC official language (Spanish or Arabic) - Preferred

Computer Literacy

  • Advanced Excel 2013: PowerPivot, Data Conversion, Data Visualisation
  • Business Object Reporting
  • CODA accounting software - Preferred
  • Basic SQL Language Competencies and values
