Programme / project management
- Ensure proper management of pledges and projects under responsibility, including in (1) planning, (2) monitoring and (3) reporting (narrative and financial) as per IFRC and donor requirements.
- Provide technical guidance to SLRCS in the design of detailed implementation plans throughout the projects cycle under the overall project agreements to build organizational capacity and enhance project quality and effectiveness.
- Support SLRCS with timely and effective disaster preparedness and response, including developing emergency plans of actions, accessing the IFRC’s Disaster Relief Emergency Fund (DREF), and launching emergency appeals, in accordance with relevant procedures.
- Monitor and report on the project’s implementation - output, timeline, finance, and quality – of the projects, and recommend solutions to SLRCS project teams as well as IFRC CCD Senior Management Team where required.
- Undertake field visits as required for monitoring and technical advice purposes.
- Support the capacity building for staff and volunteers at various levels in various project, including facilitating trainings if necessary.
- Supporting in working in close collaboration with various units in SLRCS to facilitate an integrated approach that builds community resilience.
- Arrange all logistics matters in relation to the project, such as donor visits, meetings, etc. Work with the HOCCD to improve quality and effectiveness of the projects.
- Ensure timely and accurate reporting to partners and donors on programs.
- Manage regular monitoring and evaluation of IFRC-supported programmes and operations
- Work closely with HoCCD and the Support Service and Partnerships Coordinator to mobilise resources for IFRC programs and operations
- Manage program budgets effectively within IFRC Key Performance Indicators (KPIs), including regular communication with donors, and management of cash pledges Oversee National Society Development processes and support to the societies, including support to strategic and operational planning, financial sustainability, preparedness for effective response, legal base, branch development, protection, gender and inclusion and youth and volunteering Provide technical advice and promote the mainstreaming of DRR, climate change, health, Protection, Gender and Diversity and Community Engagement and Accountability into the NS programmes. Provide technical advice and promote the inclusion of anticipatory financing and forecast-based action and cash programming into programmes and operations
Coordination and joint learning
- As part of the IFRC CCD Team, contribute to strategic discussions, annual Operational Planning as well as specific discussions related to solving bottlenecks and complex issues related to project implementation
- Ensure that all activities performed are closely coordinated with other Movement Partners in-country to ensure synergies in support of SLRCS
- Guide SLRCS in documenting good practice and lessons identified and encourage their application in subsequent programming
- Support SLRCS with peer-to-peer learning and support initiatives to improve co-operation within the RCRC Movement as well as with relevant government agencies and national/local/ international organizations.
- Ensure that lessons learnt and good practice from operations and programmes are compiled, used to improve future planning, programming and implementation and shared within the region as well as with the relevant stakeholders for wider dissemination.
- Organize archives of all reports and documents and treat them as confidential material

General management
- Engage as a member of the Management Team, including developing strategies, managing risk and ensuring compliance with policies and procedures.
- Select, mentor, and manage team members for programmes and operations, including ensuring that they have well-defined results-based priority plans and capacity to provide technical support to NSs at any time.
- Promote a culture of continuous learning, individual and team accountability by setting individual and team objectives, monitoring team performance, and conducting timely performance reviews and promote women in leadership.
- Act on behalf of the Head of CCD, as requested.
Qualification & Experience
- Advanced University Degree
- Management education/Degree
- Independent worker with strong relationship management experience
- Minimum 10 years’ experience working for a Red Cross/Red Crescent/ humanitarian aid organization in a developing country context
- Experience with facilitation of trainings and/or workshops
- Experience managing & supporting staff
- Experience in planning & budgeting
- Experience producing narrative & financial reports
- Awareness of gender issues and ability to facilitate the development of
- practical strategies aimed at meeting the specific needs of males and females.
Skills/knowledge
- Analytical skills and ability to summarise information clearly and concisely for a variety of audiences
- Ability to communicate and present to a variety of audiences, including complex and evolving ideas
- Good training and facilitation skills
- Good negotiating skills
- Self-supporting in computers (Windows, spreadsheets, word processing)
- First Aid Certificate
- Fluently spoken and written English and Sinhalese
- Good command of another IFRC official language (French, Spanish or Arabic)
