Background:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country delegations) comprise the IFRC Secretariat.
At Geneva level the Health and Care Department focuses on two strategic directions;

Overall objective:
The overall objective of this consultancy is to support the work of the the Health and Care Department. The five areas of specific support provided under this consultancy are detailed below.
Experience:
Candidate should have experience in clinical care in emergencies. Experience working at field level in humanitarian / emergency settings.
Consultancy objectives / outputs:
- Support continued engagement between the IFRC Health and Care department and novel WHO programs
- Be the focal point for IFRC’s engagement with WHO’s Acute Care Action Network (ACAN) program.
- Be the focal point for IFRC’s work with the WHO Community First Aid Responders (CFAR) program.
- Support the department in the ongoing process of reimagining workflows in the field of emergency health:
- Support / lead the ongoing review of existing Health and Care Department emergency health operations (Emergency Medical Teams, public health in emergencies).
- Support / lead development of recommendations on key findings from ongoing review of Emergency Response Unit and the workflows of the Emergency Health Team.
- Support / lead recommendations on the needed improvements in the emergency framework.
- Support the Health and Care department in the roll out of new urgent response approaches (outside emergency scenarios)
- Support the roll out / implementation of the novel Rapid Program Recovery team (RPRT) model.
- Document lessons learned from the roll out of RPRT in Central Africa Republic.
- Support alignment of RPRT and ongoing initiatives to improve quality within IFRC.
- Quality and safety and the Movement Approach to Assuring and Improving Patient Safety and Quality of Care (June 2022):
- Support / lead the implementation of IFRC’s deliverables on Resolution 5 from the June 2022 Council of Delegates titled “Movement approach to assuring and improving patient safety and quality of care”.
- New initiatives within the Health and Care Department
- Support / lead new initiatives within the Health and Care Department as they arise under Strategic Direction 1 ‘Health System Strengthening’.
