Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The Zurich Flood Resilience Alliance (hereafter: The Alliance) is a multi-sectoral partnership which brings together community programmes, research, shared knowledge, and evidence-based influencing to build community flood resilience in developed and developing countries. Its vision is that floods should have no negative impact on people’s ability to thrive. To achieve this, it is working to increase funding for flood resilience; strengthen global, national, and subnational policies; and improve flood resilience practice. Within the Alliance, the IFRC and National Societies are currently operating community resilience and disaster law programs in nine countries.
Job Purpose
The overall purpose of this position is to contribute to the strengthening and improvement of the quality, accountability, performance and impact of Red Cross Alliance programs and operations supported by IFRC. This includes providing technical assistance and guidance for PMER-related matters, and conducting reliable planning, monitoring, evaluation for country programs, donor reporting, and establishing a M&E framework for community-based interventions. The role involves improving and strengthening project quality, performance, and impact, by providing technical assistance and guidance in PMER.
Additionally, given the closure of Alliance country programs in Q2 of 2024, the position will lead the strategy and operationalization of country and global level final evaluations. The purpose of these final evaluations is to evaluate the achievements/outcomes made towards operational strategies, show accountability to people served and the Zurich Foundation donor, gather lessons learned and best practices, and formulate recommendations to inform future programming.
Job Duties and Responsibilities
Monitoring, Evaluation and Reporting
- Provide technical advice to Red Cross Alliance country teams in the regular monitoring of their projects, programmes and plans to facilitate results-based management with the aim of strengthening accountability and producing evidence-based impacts.
- In coordination with the IFRC Regional Offices and Country Delegations where relevant, support the collection and analyses of data to improve and strengthen programme quality, performance, and impact of country teams.
- Ensure that staff are aware of and use tools such as the MEAL plans, Gantt charts, indicator tracking tables (ITTs), baseline–endline studies, and matrixes to monitor objectives, indicators, and activities.
Deliverables
- Provision of technical support to nine Red Cross country teams to gather evidence on programme impacts in accordance with Alliance requirements during Q3 2023.
- Preparation and rollout of a monitoring, reporting, and learning (MRL) Zurich Foundation report template for nine Red Cross country teams by Q3 2023 in accordance with the donor requirements.
- Preparation and rollout of a template (Zurich Foundation Interventions Questionnaire) to capture interventions that Red Cross country teams are implementing as part of the flood resilience work by Q4 2023.
Alliance Final Evaluations
Deliverable: Inception report
- The inception report should include the proposed methodologies, a data collection and reporting plan with identified deliverables, activities and timeframe, draft data collection tools such as interview guides and evaluation questions, team members’ roles and responsibilities, and propose travel and logistical arrangements for the evaluation.
Deliverable: Debriefing
- Debriefing to Red Cross country programs and IFRC to discuss the initial findings before the submission of the draft report.
Deliverable: Draft report
- The consultant will produce a draft report which should include key findings/results, lessons learned, and recommendations for the current and future operations.
Deliverable: Final report
- The final report will contain a short executive summary and a main body of the report. The body of the report will cover the background of the different programmatic areas evaluated, a description of the evaluation methods and limitations, findings, conclusions, lessons learned, final impact numbers, and recommendations. Recommendations should be specific, feasible and evidence based.
- Provision of technical support to five Red Cross country teams to prepare final program reports at country level in line with the global evaluation report.
Knowledge Management
- Representation of the IFRC and Red Cross country teams in the Alliance’s Knowledge Workstream (monthly meetings).
- Development of technical solution briefs on scalable community resilience building interventions in accordance with the Alliance requirements (i.e. Interventions Questionnaire).
- Development of externally facing knowledge products promoting lessons learned and successes of Red Cross country teams to the Alliance, IFRC network, potential future donors, and other key stakeholders.
Duties Applicable to All Staff

Position Requirements
Education
Required
- Relevant university degree in a related discipline from an accredited academic institution.
Experience
Required
- Extensive demonstrable experience within the area of Disaster Risk Reduction, Resilience Programming, and related fields of practice and research.
- At least 3 years professional experience within the humanitarian, development, or climate sectors with either government or non-governmental organisations.
- Experience in conducting quantitative and qualitative data collection and analysis.
- Experience in participatory approaches to evaluations.
- Demonstrable experience in translating complex information in to clear and actionable program goals and recommendations.
Preferred
- Experience with remote methodologies for consultations is a plus.
Knowledge, Skills and Languages
Required
- Fluently spoken and written English.
- Familiarity with different data collection and analysis tools and software.
- Good knowledge of strategic and operational management of humanitarian operations and an ability to provide strategic recommendations to key stakeholders.
Preferred
- Good command of another IFRC official language (French, Spanish or Arabic).
- Good command of Portuguese.
