Background

Organizational Context

The Global Road Safety Partnership (GRSP) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC). The Global Road Safety Partnership’s mission is to reduce death and serious injuries as a result of road crashes in low- and middle-income countries. According to the World Health Organization, road traffic injuries claim more than 1.25 million lives each year and tremendously affect health and development in low- and middle-income countries. Globally road traffic deaths are the leading cause of death among people aged between 15 and 29 years and cost governments approximately 3% of GDP. Road traffic injuries and deaths represent a manmade humanitarian crisis and GRSP/IFRC are committed to evidence-based interventions to address this crisis. Under the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS), the Global Road Safety Partnership works in five low- and middle- income countries and ten priority cities to reduce road crash deaths and serious injuries. In particular, GRSP focuses on strengthening road safety policies and their implementation through the provision of grants and technical assistance to local civil society organizations, Red Cross Red Crescent National Societies, and relevant government agencies. GRSP also works closely with road police agencies to strengthen their capability to enforce road safety policies.

Job Purpose

The primary role of the Senior Officer is to serve as the GRSP lead on road safety policy, advocacy, and capacity building in a designated portfolio of cities in low- and middle-income countries. The appointee will be expected to coordinate the implementation of GRSP policy objectives and strategies in key priority cities, coordinate GRSP’s city-based capability building programmes for key stakeholders, identify opportunities to further advance GRSP’s city-based objectives and strategies, and work closely with GRSP road policing programme staff to ensure complementary approaches and activities.

Job Duties and Responsibilities

  • Serve as the primary coordinator of the implementation of GRSP Bloomberg InitiativeforGlobal Road Safety advocacy-related activities in a designated set of cities
  • Develop, in consultation with relevant GRSP managers and other technical staff, city-based policy objectives and advocacy strategies to achieve the set objectives in a designated set of cities
  • Support the implementation of city-based policy strategies, including coordinating the work of GRSP grantee organizations and other relevant partners in a designated set of cities
  • Provide guidance, support and advice to individuals and organizations to enable them to deliver effective advocacy for road safety policies within a low- and middle-income country context
  • Identify opportunities for programmatic advancement within the positions city portfolio and develop strategies to exploit those opportunities, in relation to both the GRSP Advocacy & Grants Programme and Road Policing Capacity Building Programme
  • Providing training to local organizations, including recipients of GRSP Road Safety Grants Programme funding, on how to develop and implement evidence-based advocacy for changes in road safety policy and legislation
  • Support the development of strategic plans through an assessment of policy and legislative gaps, the existing political context, current opportunities for policy and legislative change and an analysis of civil society organizations and government agencies and their potential to advocate
  • Provide guidance, support and advice to civil society organizations and government agencies on the development of proposals to secure funding to undertake public health advocacy campaigns
  • Provide on-going guidance, support and technical assistance to ensure the delivery of effective campaigns, which adapt to changes in the political context, respond effectively to advocacy opponents and achieve policy change and implementation
  • Contribute to the development of training resources and guidance for use by the GRSP Advocacy & Grants Programme and Road Policing Capacity Building Programme
  • Work collaboratively with Advocacy & Grants Programme team and Road Policing Capacity Building Programme team as well as other BIGRS partners
  • Develop and maintain effective relationships with local advocacy organizations and knowledge of local civil society and policy enforcement landscapes in a designated set of cities
  • Represent GRSP at relevant events, meetings and conferences in countries and cities within the position’s portfolio
  • Complete regular monthly, quarterly and annual reporting of country- and city-based activities

Education

Required

  • University degree in a relevant area
  • Advanced education or professional/technical training (or equivalent experience) in a relevant area

Experience

***Required*:**

  • 3- 5 years of experience working in the area of advocacy, policy development or policy change
  • Experience in developing or supporting the development and implementation of advocacy objectives, strategies, campaigns and tools
  • Experience undertaking policy mapping and situational assessments
  • Experience working with civil society organizations who have a focus on policy change and advocacy for policy change and implementation
  • Experience in writing reports for different audiences
  • Experience in working with media to strengthen support for road policing

***Preferred*:**

  • Experience supporting advocacy, policy development or policy change in Latin America and/or Sub-Sahara African environments
  • Experience supporting enforcement-related components of policy implementation
  • Experience of working for the Red Cross/Red Crescent or other humanitarian organisation

Knowledge, skills and languages

***Required*:**

  • Ability to provide clear advice and support to civil society organizations and government agencies
  • Strong communication skills
  • Ability to assess a current and changing political situation in order to utilize appropriate advocacy approaches
  • Knowledge of political process and where in the process efforts should be made to strengthen policies which protect road users
  • Proven ability to work collaboratively across teams and organizations to achieve common goals
  • Fluently spoken and written English
  • Good command of another IFRC official language (French, Spanish or Arabic) - preferred.
