Job Purpose
Reporting to the Head of Finance & Admin, the Fleet Delegate provides the technical support for Fleet Management to ensure the optimal management of vehicles and drivers required for the effective and efficient implementation of emergency operations in Türkiye. The main responsibilities of the Fleet Delegate are related to Fleet Management technical support for the Türkiye to supply adequate vehicles, recruit and train drivers and support the Türkiye Logistics Manager to setup adequate Fleet Management system.
In co-operation with the National Societies / Federation Operation in the Türkiye, ensuring the efficient, effective and safe transportation of personnel and goods. Providing Fleet Management support in the training and capacity building of National Red Cross or Red Crescent Societies within Türkiye.
Job Duties and Responsibilities
- To implement and maintain IFRC standard practices in accordance with the IFRC Fleet Manual.
- To promote the IFRC Fleet Management best practices to the IFRC Operations and National Societies within Türkiye including access to IFRC Fleet Management related services, Fleet Wave, fleet management, etc.
- To implement, maintain and review the Fleet Management Setup and System and provide guidance on improvement which would result in better Fleet Services delivery to the Operation.
- To coordinate with Logistics Manager for Türkiye and ensure that the operation vehicles requirements and NS needs are mapped and share with the relevant stakeholders.
- To organize deliveries and transfer of vehicles across the Türkiye with the advice from the Security Unit.
- To provide support for vehicle’s customs clearing/registration processes where necessary.
- To ensure that all the vehicles used by the Operation either on VRP lease, local rental, under loan agreement or donation are captured into an asset database which is maintained and updated regularly.
- To provide support in training and evaluation of the IFRC operation fleet management staff and National Societies to improve the management of quality and cost effectiveness of fleet management operations, promote adherence to best practice principles and compliance with all relevant country Vehicle use regulations and Fleet Manual.
- To provide critical analysis and recommendations on road safety, use of vehicles, maintenance, servicing, repairs, journey and incident management, insurance, disposal and reallocation of vehicles and other motor assets.
- To ensure timely, accurate and correct data entry into the Fleet Wave fleet management system and to maintain vehicle fleet files comprising all vehicle related documentation with records of mileage, fuel, maintenance and repairs, accidents and financial information as per IFRC Fleet Manual and set procedures.
- To ensure that the necessary information related to fleet and maintenance management is effectively shared and communicated to the Fleet Coordinator and all other relevant stakeholders – i.e. information on driver/vehicle movements/fleet performance/driving safety, Vehicles workshop KPIs and accidents.
- To support the operation in setting up critical Fleet services deliveries such as Fuel supply, vehicles maintenance/repairs, vehicles registrations and insurance renewal, accident/incident management.
- Submit monthly fleet report on Vehicles/drivers allocations, training and National Societies Fleet Management Development initiatives and projects.
- Perform any other functions identified by the Head of Finance & Admin.
Education
Required
- Degree in Fleet/Transport/Workshop Management or equivalent practical knowledge
- Fleet Management specialist training
- Basic Delegate Training Course or equivalent knowledge
Experience
Required
- 5 years’ experience of managing a mix fleet of at least 50 units in multiple locations
- Experience of managing and supporting staff
- Experience of working for the Red Cross / Red Crescent
- Experience in Fleet and Transport Management within the Red Cross/Red Crescent movement
- Experience of planning and managing budgets
- Experience of writing narrative, analytical and financial reports
- Excellent communication (oral and written) skills
Preferred
- Experience of working for a humanitarian aid organisation in a developing country
- 3 years professional experience in general logistics, including warehousing, transportation, customs clearance and procurement

- Valid international driving license (manual gears)
- Fluent spoken and written English
Preferred
- Excellent skills in networking with other agencies and organizations
- Good command of another IFRC official language (French, Spanish or Arabic)
