Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest volunteer-based humanitarian network. With our 192-member National Red Cross and Red Crescent Societies worldwide, we are present in every community, reaching some 160.7 million people annually through long-term services and development programs as well as 110 million people through disaster response operations and early recovery programs. The IFRC MENA Regional Delegation supports 17 National Societies and established its presence in Iraq 25 years ago. The IFRC MENA is the holder of the TPM for COVID-19 Vaccination Agreement for the Ministry of Health and Environment, Iraq which is supported by the World Bank. The Project is scheduled to start its activities in the last quarter of 2021 and includes field monitoring to 1,200 vaccination sites across Iraq. The Project will electronically collect the data in real time and create dashboard that summarizes and visualize findings and patterns. The IFRC is supported by the Iraqi Red Crescent Society (IRCS), one of the strongest members of the IFRC’s global National Society network. The IRCS is an independent local humanitarian actor in Iraq, with presence and access in all provinces across the country under its commonly recognized Fundamental Principles of humanity, impartiality, and neutrality, one of its main advantages over the other local humanitarian actors in Iraq. The IRCS derives its mandate as an auxiliary to the public authorities in the humanitarian field through an Iraqi Civil Codes Article 131 of 1967 (amended Article 40 of 1934 and a further amendment in 2001). However, IRCS remains completely independent without any government representation or influence. The IRCS has branches in each of the 18 governorates in Iraq, including the capital Baghdad and 77 offices in the field with 11,359 volunteers and 2,300 staff members and therefore represents the largest local humanitarian network in the country. Job Purpose

The Field Monitor is responsible for ensuring the timely and efficient monitoring of the quality of delivery, installation and running of equipment, and field level reporting associated with the TPM project. The Field Monitor needs to commute by him/herself and be willing to move from one governorate to another.

Job Duties and Responsibilities

The Field Monitor is requested to accomplish the following tasks:

  • Collect monitoring data from the field using appropriate monitoring tools and checklists.
  • Monitor the delivery of shipments of equipment in assigned port.
  • Collect information of installation and functioning of the shredder autoclave at the site.
  • Monitor the training data shared by MoH with the reality on sites.
  • Participate in all required trainings and workshops.
  • Real time reporting of any concerns with regards to gender or SEA/SH.
  • Actively work towards the achievement of the Federation Secretariat’s goals.
  • Abide by and work in accordance with the Red Cross and Red Crescent principles.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Education

  • Bachelor’s degree in engineering (mechanical engineering/biomedical engineering/ environmental engineering – preferred), health, or any other related field - Required

Experience

  • Minimum one year of proven experience in a similar position in the field - Required
  • Familiar with Red Cross and Red Crescent principles - Preferred
  • Proven good judgment and ability to work with complete integrity and confidentiality - Required
  • Ability to work to tight deadlines and handle multiple tasks - Required
  • Valid Drivers’ license - Required
  • Experience in monitoring health/immunization programs - Preferred

Knowledge and Skills

  • Good knowledge of the geographical areas, mainly in the selected governorates that he/she will be covering - Required
  • Good communication, interpersonal skills and reporting skills - Required
  • Knowledge of use of tablets and electronic questionnaires - Required
  • Pro-active and highly organized, planning skills, Flexibility, Analytical thinking - Required
  • Good working knowledge of Microsoft Office (Word, PowerPoint, and Excel) - Required
  • Data Management and Visualization skills - Required

Languages

  • Good knowledge in Arabic and English - Required
