Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The IFRC’s logistics, Procurement and Supply Chain Department is a core function supporting the IFRC humanitarian action. The Department has a global network including:
- a headquarters-based Supply Chain Management Department in Geneva
- a Logistics Hub and Global Fleet office in Dubai
- Five regional operational supply chain units located in Panama, Kuala Lumpur, Nairobi, Beirut and Budapest

Logistics, Procurement and Supply Chain Management is a function dedicated to:
- Provide the goods and services as needed by the federation to deliver to the most vulnerable;
- Provide services to deliver visible value to the members, improving the efficiency and effectiveness of the supply chain and strengthening its control;
- Develop the supply chain capacity of the National Societies
- Developing talents & future leaders.
Job Purpose
Working under the supervision of the Director of Logistics, Procurement and Supply Chain Management, the Team Lead Global Supply Chain Excellence is responsible to develop, lead and ensure effective implementation of National Capacity Supply Chain development program.
The incumbent will develop tools and methodologies for supporting National Society in their development program and will also recommend options for leveraging their supply chain processes to optimize supply chain design, resulting in the highest possible service levels with the lowest possible cost, aiming to develop services related to logistics to be offered by the National Society. This role will partner with regional office and National Societies to influence change.
Job Duties and Responsibilities
Key areas of influence and key internal relationships include:
Drive globally Supply Chain Excellence Projects teams composed of Regional Supply Chain Program Managers with strong collaboration with global logistic adviser and regional operational supply chain, National Societies and key stakeholders. Responsibility & accountability for coordinating successfully the implementation of logistic, procurement & supply chain capacity development at National Society. This role carries accountability for ensuing policies and procedures related to supply chain are compliant with regulations. This role includes, but not limited to, the development of regional supply chain excellence medium term goals/objectives.
Full accountability and high autonomy in execution of role and significant influence across the federation.
Key Accountabilities
- Assume full accountability for ensuring coordination of the different supply chain capacity development projects at National Society level (National Society remains the project sponsor).
- Champion the National Capacity development in supply chain area.
- Coordinate globally the different capacity development projects related to supply chain in close collaboration with others departments, capacity development team, regional team and National Societies.
- Facilitate process excellence (define, standardize, measure & continuously improve supply chain processes).
- Develop/enhance tools to assess the current strengths and weaknesses of the overall supply chain capacity of the NS (Organization, processes, tools, warehousing, logistic, procurement, quality assurance).
- Ensure the tools include critical information required to make effective decisions and recommendations including establishment of key metrics and analytics to measure the impacts of the development program.
- Ensure consistency in measuring the supply chain maturity level.
- Act as a liaison for validating actual improvement results.
- Aligns Supply Chain Excellence initiatives and project objectives to National Society Capacity development strategy and prioritizes projects accordingly.
- Ensure cross functional coordination to identify improvement opportunities and works with leadership to prioritize & plan initiatives.
- Present to executive leadership team on status and results of supply chain excellence initiatives.
- Align stakeholders through focused change management programs.
- Manage, hire, train and retain a team of world class Supply Chain professionals to push highest levels of performance and capability.
- Coaches, mentor, trains and provides support to Supply Chain Excellence team members and operational resources to assure understanding and acceptance of continuous improvements & efficient supply chain, methods, best practices & tools.

Education
- University degree in Business, economics, Engineering, IT or other relevant area, or proven professional experience in the area of expertise (required).
- Project Management Professional Certification highly preferred.
- APICS certification highly preferred.
Experience
Required
- Minimum 10 years related experience in Supply Chain within at least 5 years in Project Management in Supply Chain optimization.
- Minimum 5 years’ experience in supervising employees.
- Strong financial acumen.
- Demonstrated leadership skills to develop, motivate, and coach others and a remote and/or global team.
- Proven experience to effectively manage matrix or cross-functional project managers/leaders.
Preferred
- Red Cross/Red Crescent knowledge and experience.

- Good command of another IFRC official language (French, Spanish or Arabic).
