Consultancy, Technical support to Strengthen Strategic Approaches and Evidence Base of the IFRC Health and Care Department

Background:

The IFRC Health and Care Department was restructured in 2016 to provide greater focus on:

  • Increasing community resilience through strengthened community health programmes and support to the One Billion Coalition
  • Ensuring no one is left behind through the creation of the Health in Complex Settings team and the development of the REACHED approach
  • Promoting operational excellence through standing setting and developing a Quality Risk Framework.

The principal objective of this consultancy is to support the development of the strategic documents and evidence base that will underpin these areas of work in 2017 and beyond.

Alignment to the IFRC’s objectives and strategy

(IFRC’s Strategy 2020)

The IFRC increased focus on Community Resilience and the REACHED approach align with Strategy 2020 Aims 2 and 3 and Partnering for More Resilient Communities

The development of Quality Risk Framework and support to the One Billion Coalition align with the goals of the 2017 Programme and Operations Divisional Operational Plan.

Four consultancy objectivesin order of priority:

1) Finalize the Global Health Team Portfolio of Strategic Direction documents: ‘Achieving Change’, ‘Beyond 2020’ and ‘Business Case for Investment in Health’

2) Develop a portfolio of evidence to support work of the Community Health Team

3) Develop evidence base to support the REACHED approach

4) Develop tools to support National Society engagement with Global Financing Facility

Consultancy deliverables

1) By end June 2017 have finalised three documents that will form the strategic backbone of the work of the department:

  • Achieving Change’ – an overarching strategic directional document to guide the work of the Health and Care Department 2017-2020
  • Beyond 2020’ – a thought piece reflecting likely health and care needs beyond 2020 and effective alignment with the SDGs
  • Business Case for Investment’ – narrative to support investment in health and WASH to be complimented by an economic and resource mobilization opportunity analyses. (Economic and resource mobilization analyses will be developed in parallel through a separate consultancy).

2) By end July 2017 a draft paper outlining evidence base to support work of the community health team that could be submitted for peer review

3) By end July 2017 draft paper to support the REACHED approach

4) By end April 2017 finalisation of tools to support National Societies in engagement with the Global Financing Facility

Location

  • This consultancy will be conducted at the IFRC Geneva office, remotely from the consultant’s home location and will include in-country missions to countries.

Support to be provided to the consultant

  • The consultant will be given access to all relevant documentation to support this consultancy.
  • IFRC will facilitate all relevant contacts and both country level and external partners to support this consultancy
  • The IFRC Director of Health and Care will provide required technical support and oversight for Objective 1
  • The IFRC Community Health team will provide required technical support to the consultancy for Objective 2 and oversight will be provided by Senior Officer Health Promotion. Senior Officer will be responsible for liaison with academic institutions and developing academic network to support this work.
  • The IFRC Health in Complex Settings Team will provide required technical support to the consultancy for Objective 3 and 4 and oversight of the consultancy will be provided by Team Lead. Consultant will work closely with Senior Officer MNCH on Objective 4.

Schedule for payment of fees

  • 30% payment upon contract signature.
  • Payment schedule for remaining 70% of total contract amount to be agreed between consultant and line manager. The payment schedule can be monthly.

Time Allocation, for budget purposes

Total number of billable days is 80 days at CHF 600 per day (total billable amount CHF 48,000)

Dates of consultancy from February 19 to July 31 2017

Management of consultancy

The consultant will be line managed by Dr Julie Hall, Director of Health and Care

Notes

  • The consultant will be contracted by the IFRC and the standard contractual terms will apply.

  • Agreed travel expenses will be reimbursed at cost in accordance with in the IFRC’s relevant regulations.

  • All airline tickets with be provided, in advance, by the IFRC who will also support the consultant in obtaining the necessary visas, as and when needed.
