Job Purpose
The International Federation of Red Cross and Red Crescent Societies (IFRC) seeks to evaluate the relevance, effectiveness, efficiency, quality and sustainability of the Syrian Crisis Emergency Appeal response operation.
To ensure the appeal compliances and accountability to our partners and donors, IFRC on behalf of the Federation-Wide networks has commissioned an external independent final evaluation for one of the longest Emergency Appeals managed by the IFRC globally.
Job Duties and Responsibilities
- Assess the relevance, effectiveness (and clear impact), efficiency, quality and sustainability of the programmes supported through the Syria Crisis Emergency Appeal.
- Take stock of evaluations and reviews to date and see how recommendations and lessons have been addressed and implemented by the IFRC and partners, particularly.
- Asses IFRC’s value addition to SARC (compared with other partners). Including the impact of the funded programmes through IFRC, the technical support, coordination and capacity development affiliated to the funded programmes through EA and IFRC.
- Assess compliance with relevant Grand Bargain commitments from all sides.
- Assess how SARC used IFRC Secretariat and Federation-Wide networks.
- Assess the complementarity of different response modalities used by the in-country PNSs in assisting SARC response and its links with IFRC and other initiatives.
- Assess how well Federation-Wide approach coordinated through IFRC has facilitated SARC’s capacity development across departments and ensured programme quality at different levels.
- Document good practices and the wider organizational learnings for the IFRC network and SARC in responding to similar future response operations.
- Inform the relevance of the Emergency Appeal and provide a way-forward plan for continued humanitarian interventions including early recovery and recovery programming under SARC leadership, in order to meet the increased demand on SARC’s assistance and services.
- Identify the extent of coherence, coordination and complementarity within the Movement and wider humanitarian community in Syria, as well as inform ways to scale-up coordination mechanism (both internal and external).
- Assess how National Society Development, protection and gender inclusion (PGI) and other cross-cutting themes such as community engagement and accountability (CEA), information management, communication, and resource mobilization incorporated and institutionalized within SARC.
Experience
- At least 15 years of demonstrated experience in participatory evaluation and research methodologies, preferably in the Middle East Region.
- At least 3 years’ experience working for the RCRC Movement, knowledge of the IFRC’s disaster management systems, and/or evaluating RCRC country programmes.
- Demonstrable experience in leading and managing evaluations and working in a complex emergency context/protracted crisis where multiple partners and sectors involved.
- Experience of working in Syria and/or Middle East Region and familiarity with culture and political situations would be an advantage.
- Proven track record of conducting qualitative research including the development of interview schedules and qualitative data as well quantitative data analysis, especially in emergency and recovery context.
- Experience in managing teams remotely and confutable working with online platforms.

- Knowledge of cross-cutting issues that affect large humanitarian operations.
- Knowledge of strategic and operational management of humanitarian operations and proven ability to provide strategic recommendations to key stakeholders.

- Good team player with strong management skills (including negotiation, facilitation) and familiarity working with people from different cultures and contexts.
- Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make practical recommendations and to prepare well-written reports in a timely manner.
- Skills in supporting organizational learning, accountability and performance.
LANGUAGES
- Excellent English communication and writing skills and also knowledge of Arabic language.
