Job Purpose
Coordinator, Programs and Operations
At the operational level, this position is required to support a technical standard setting, integrated strategic planning, monitoring and evaluation approach within both a Movement Coordination Framework and within a shifting external political and donor stakeholder environment geared to more effectively advocate for and provide services to beneficiaries, engage in short and long term planning, and to support the Venezuelan NS’ in relevant and sustainable OD and CB initiatives.
Under the direction of the HCO, this position is responsible for implementing, through the VRC, and with a team, the emergency appeal and country plan.
Experience shows that technical sector coordination and leadership in defining program quality standards within the Movement and with external actors must be a priority to ensuring a well organised and effective RC/RC Movement response. As less Red Cross and Red Crescent partners as well as large multilateral and bilateral international donors disengage from the humanitarian and cooperation, it becomes imperative for the IFRC to provide the highest level of technical leadership and convening power.
The Programs and Operations, Coordinator is the designated second in command after the Head of Country Office ensuring implementation of technical program quality. He/she is responsible to oversee the implementation of the Development Operational Plans for Venezuela ensuring assessments and updates as needed in the fluid context. He/she is accountable, under the direction and guidance of the Country Office Head for supporting and assisting the National Society in utilizing Movement resources in the most effective and efficient way and that the humanitarian intervention is coherent within a common framework.
Job Duties and Responsibilities
Strategic Relationships
- Lead the development of technical partnerships with the NS, technical government agency and technical inter-agency cluster working groups, Movement partners and the international and local private sector.
- Develop new opportunities for resource development with multilateral and bilateral donors and the private sector including overseeing proposal writing.
- Support the Head of Country Office in the SMCC process with the Movements partners.
Technical Movement Coordination
- Ensure that the Movement Coordination team globally contribute to a good coordination between Secretariat, Participating National Societies, ICRC and National Society, a good representation of RC/RC membership, a relevant technical assistance and documentation and learning
- Lead the Technical Movement Coordination team, which will guide and lead the movement wide implementation of the Federation Wide Strategic Framework with a strong focus on technical excellence, incorporating best practices and highest technical standards.
- Ensure that the Movement Coordination team produce some key deliverables for the membership and the Secretariat (guidelines, case studies, evaluations, etc.)
Programs and Operations
- Ensure the sound and effective implementation of strategic inter-agency projects and/or initiatives: with governments, international agencies, non-governmental organisations and civil society.
- Outline the support, tools, and networks that will assist National Society and Secretariat units to engage in Humanitarian Diplomacy more effectively at the national level.
- Foster a greater willingness to engage in collective advocacy amongst National Society and Secretariat programs.
- Manage the implementation of key components of the Movement Cooperation framework related to technical excellence in programming; these include programme technical committees, and the performance and accountability working group; provides strategic input and support.
- Ensure effective management (inclusive finance and implementation oversight - Budget Holder) ongoing at IFRC technical teams regarding response operations and implementation of projects and programs in Venezuela. Programmatic and functional areas of importance include health, water-sanitation and hygiene promotion, protection gender and inclusion, migration, livelihoods, disaster risk management.
- Ensure effective management in planning, monitoring, evaluation and reporting of programs and operations.
- Joint Head of Country Office coordinate and ensure effective management in transversal areas as information management, logistics, accountability, national societies development, communication and learning.
Deputy Head of CCST Responsibilities
- Deputize for the Head of Country Office in his/her absence ensuring representation of the International Federation and liaising with counterparts from National Society, Participating National Societies, the ICRC and external partners, such as the UN agencies, NGOs, donors, bilateral and multilateral organizations, and missions active in the country, within the mandate of the key tasks and responsibilities set in this job description.
- Support the Head of Country Office in the process to assess and update the Movement Coordination Framework with other key stakeholders to ensure continued relevance in Venezuela (suggesting new structures as needed and to promote the modernization of such frameworks for programs and operations in complex environments).
- Provide management oversight of and support to all staff, including direct report lines of the Head of Country Office during his/her absence.
Education
- Relevant university degree or equivalent qualification (required)
- Relevant advanced university degree (Master's or higher) or equivalent qualification (required)
Experience
- 7+ years of experience in international coordination and cooperation in disaster response, recovery and development settings (required)
- Experience of managing programs and projects in complex settings (required)
- Experience in strategic planning and evaluation (required)
- Experience in working for a humanitarian aid organisation in a low-income least-developed country (required)
- Familiarity with Movement and International Federation policies and guidelines - the Seville Agreement and Supplementary Measures and the Code for Good Partnership (preferred)
- Previous experience in disaster management (required)
- Experience in high level representation (required)
Knowledge, Skills and Language
- Excellent organizational skills (required)
- A high degree of competence in leadership, planning and coordination of projects (required)
- Furthermore, networking, negotiation and communication (both written and verbal) and interpersonal skills in general are essential in coordinating the overall operation (required)
