CEA & Cash Programming Content Development Consultant

Job Purpose

The consultant will be responsible for carrying out a learning analysis, researching existing materials and resources on CEA and Cash, developing module materials and delivering a pilot training. The consultant will then also be required for additional days to work alongside the e-learning developer at inception(scoping) and testing of the e-learning.

Specifically, the consultant will;

  1. Carry out a “learning analysis” – to analyse the requirements of the course, the existing learning materials and assets already available, identify any gaps, and present a proposal for the structure and content of the module.
  2. Based on needs, agreed structure and content in deliverable 1, working with Subject Matter Experts develop module materials including creation of content that does not exist e.g., case studies, videos etc.
  3. Deliver a face-to-face pilot of the module to targeted audience to test the materials and collect feedback on relevance, duration, flow among others
  4. Incorporate feedback into the materials and finalize the training module with clear facilitation note.
  5. Provide support to the e-learning development consultant who will convert this module into e-learning course.

Consultancy outputs

The final outputs are:

  • CEA and Cash learning needs analysis report
  • CEA and Cash Module training materials and facilitation notes
  • Pilot CEA and Cash training module on a face-to-face basis (or remotely depending on current Covid-19 situation).

The deliverable expected is a comprehensive report setting out the key learning points to be included in the course, with clear references and links to where these are set out in existing IFRC materials, and to relevant existing learning resources, case studies, videos, or other multimedia content.

The Consultant will develop complete CEA and Cash training module, pilot the module and refine the materials accordingly.

The Consultant will provide input to the e-learning consultant at the inception and testing stages.

Finally, it is required that the Consultant transfers ownership of developed source files to IFRC. The IFRC shall be entitled to all intellectual property rights, including, but not limited to, patents, copyrights and trademark, with regard to materials which bear a direct relation to, or are made in consequence of, the services provided to the IFRC by the consultant. The IFRC is the owner of all digital content created, as well as the source files used to package the course. Also, the consultant agrees to protect all IFRC intellectual property as required.

Method of delivery and reasons for selecting that method

The Consultant will apply adult learning methods in consultation with identified CEA subject matter experts (SME’s) in designing and development and delivery of the module.

The proposed module content will likely focus on seven key areas (this is subject to change based on the outcome of an ongoing learning analysis)

  • Re-cap introduction of CEA and Cash, identifying key shared principles.
  • Principles of inclusion and participation of affected people throughout the programme cycle.
  • Clear communication with the community (e.g., RCRC mandate/role, aim of the cash programme).
  • Establishment and communication of prioritisation criteria.
  • Challenges affecting fair access to information and support – e.g., Country of asylum context, specific vulnerabilities (age, language, disability etc), etc - and possible mitigations.
  • Feedback/appeals – how to set up clear channels for people to give feedback and ask questions, to make complaints, and to appeal.
  • Post action monitoring, including satisfaction questions, for continuous development.

Education

  • Relevant university degree or equivalent qualification.

Experience

  • Proven experience with learning resource development for similar target audience.
  • Proven experience and knowledge of both CEA and Cash programming in IFRC

Proposal Evaluation

Proposals will be evaluated in line with the criteria set out below and the general marking scheme. The proposal will be evaluated by a cross-functional team from IFRC and TRC.

The Proposal will be evaluated on the following criteria in the main but other criteria such as quality of response, adherence to process and deadlines, etc. may also be taken into consideration

  • Ability to develop, responsive, motivating and yet instructionally sound e-learning activities
  • Overall responsiveness and feasibility of the technical proposal.

  • Competitive pricing – providing us visibility of costs, clear justification of the spend and simply structured payment options.
  • Oversight team/individual profile, competence and experience relevant to the service provision.
