Disasters Risk Management Delegate - Syria

Job Purpose

The Disaster Risk Management (DRM) delegate as part of the Syria Country Delegation will ensure, facilitate and support SARC in the application of Disaster Risk Management related policies, strategies and other technical measures including climate smart programming to support - in a coordinated manner – SARC to prevent new disaster risks, reduce existing disaster risks, manage residual risk and climate change impact (through disaster preparedness, response and recovery), contributing to the strengthening of resilience and reduction of disaster losses. S/he will work on enhancing the Disaster Risk Management capacity of SARC to anticipate, prepare for and respond to disasters and crisis, take climate actions in an effective and efficient manner and to support communities in building safety and resilience. The post holder will also support the ongoing response to the COVID-19 pandemic as required.

S/he will also support and contribute to SARC’ planning process for its new strategy and besides the SARC’s Disaster Management Department, the delegate will coordinate with PNS in country and work together with the incoming IFRC National Society Development Delegate, SARC Senior Management and its Performance and Partnership Support Department.

Job Duties and Responsibilities

Disaster and Crisis Preparedness, Response and Recovery (DRM continuum):

  • In coordination with IFRC MENA Regional office technical counterparts, support SARC to achieve a holistic and integrated approach to disaster risk management including climate action in line with the SARC strategy, priorities and needs, as well as Federation's frameworks, strategies and approaches for community safety and resilience, including climate change adaptation/mitigation, and food security/livelihoods
  • In coordination with IFRC MENA Regional Office, support and provide technical guidance on the SARC Preparedness for Effective Response process initiated in 2020, particularly on the prioritization, analysis and planning parts.
  • Assist SARC to develop its Disaster Risk Management policy/strategic framework, linked to SARC’s other thematic departments, including the planning process for SARC’s new strategy starting in 2022, Federation-wide DRM policy and related frameworks.
  • Provide support to SARC’s DM organizational development based on its strategic priorities.
  • Support SARC to mainstream climate smart programming and climate action considering climate change impacts/environmental crisis on communities and SARC operations.
  • In close coordination with SARC, responsible for preparing Emergency Plan of Actions for IFRC response tools including DREFs and Emergency Appeals ensuring scope and content of the plan is in line with RCRC Movement policies and standards including SPHERE standards, for Community Engagement and Accountability and Protection, Gender and Inclusion.
  • Support the SARC DM team to ensure an appropriate response structure and to manage the deployment of country level response tools in an effective, efficient and timely manner, in line with the National Response Team Minimum standards and updated curriculum.
  • In coordination with IFRC MENA Regional office technical counterparts, lead IFRC country efforts to strengthen SARC capacity in recovery programming, with a focus on developing appropriate post disaster recovery plans and frameworks and managing the smooth transition from relief to recovery to longer term developmental programming.
  • Scale-up and mainstream the greater use of cash and voucher assistance in different sectors where relevant and feasible.
  • In coordination with IFRC MENA Regional office technical counterparts and in-country movement partners, support the SARC DM team in establishing and expanding community-based Disaster Risk Reduction (CBDRR) programming.
  • Ensure processes and training for SARC and IFRC team to implement and maintain standard IFRC mechanisms, tools, guidelines, case studies systems and structures for managing emergencies (e.g., contingency plan(s), Standard Operating Procedures, NRT, DREF, EPoA, regular simulation and drill exercises)
  • Support the strengthening of SARC’s human resources at national, branch and community level disaster response teams and related SOPs and triggering mechanisms for anticipatory actions.
  • Closely monitor and follow the context in Syria including in the region to be able to anticipate and support SARC with response readiness, scenario building and preparedness planning.

Coordination and partnership

  • In coordination with the Programme Manager, represent the Federation country office in national level fora and maintain networks and partnerships with national level key players in preparedness, response, disaster risk reduction and emergency
  • Establish and maintain close lateral technical relationships with SARC, PNS and ICRC counterparts contributing to Strengthening Movement Cooperation and Coordination (SMCC) as well as Syria Movement wide reporting
  • Support SARC to share experiences and to link with other actors (UN, NGOs) in the field of Disaster
    Management in their respective organizations
  • Provide technical guidance to SARC to strengthen its collaboration with key stakeholders' working on DRR and climate change actions and position itself as a key partner for community based DRR and climate change adaptation action.
  • Ensure an ongoing working relationship and close cooperation with technical team of the IFRC country office as well as SARC departments
  • Maintain a good coordination with IFRC MENA Disaster, Climate and Crises (Prevention, Response and Recovery) Unit to ensure technical alignment and support

Reporting, lessons learnt and knowledge sharing:

  • Ensure accurate and timely reports for the IFRC and for donors according to approved guidelines
  • Utilize appropriate information management tools such as FedNet, GO in disseminating Disaster Risk Management related information (inc. PER)
  • Ensure that lessons learned, and good practices emergency response operations and disaster risk management programming are compiled and used to inform and improve future planning, programming and implementation, and shared with relevant departments within the Federation regional office and externally with other partners in the country
  • Support SARC to ensure that relevant new tools and guidelines are applied to improve the quality of services provided in the areas of disaster preparedness and response.

Resource mobilization

  • Assist to improve international and national fund-raising possibilities and technical partnerships with relevant agencies in preparedness, response and recovery for emergencies and risk reduction
  • Assist to undertake fundraising/resource mobilization of SARC projects/programmes in the field of disaster risk management.

Programme Management

  • Resume project management responsibility for all emergency response and disaster risk management operations and programmes.
  • Contribute to the preparation and reporting on the Syria Crisis Country Plan ensuring it contains relevant activities for emergency response capacity development, response and recovery (both early and long term), and are delivered in accordance with IFRC policies and procedures.
  • Develop and manage programme budgets in accordance with established IFRC financing procedures, systems and budget revision scheduling
  • Ensure that appropriate monitoring and evaluation criteria are being applied to measure the progress against the target set
  • Ensure integrated programming approach and provide regular management/operational inputs to the Programme Manager Syria Country Office as and when required
  • Monitor the development and implementation of country-level DRM activities, including training, technical tools, guidelines and other relevant initiatives
  • Any other tasks assigned by the head of delegation or the direct line manager

Education

  • Degree and/or post graduate qualification in Disaster Risk Management or equivalent - Required
  • Technical training in disaster preparedness, response, and recovery - Required

Experience

  • 3 to 5 years’ professional DRM experience in work environment similar to the requirements of the position - Required
  • Good understanding of the common global humanitarian environment and the Syria context in particular - Required
  • Red Cross Red Crescent knowledge and experience - Preferred
  • Basic Training Course for delegates (newly called IMPACT) - Required
  • Experience in programme management, strategy development, developing tools and guidance, providing technical assistance and in establishing and maintaining networks - Required

  • Good command of another IFRC official language (Arabic) - Preferred
