Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The IFRC Country Delegation in Greece provides support to the Hellenic Red Cross through long-term programming and emergency response, as well as National Society Development and capacity building efforts. Current programme priorities include the Greece-related components of a regional emergency appeal for population movement and the global COVID-19 response, as well as longer-term programmes on national society development, health and migration. Cash-based interventions remain an important component of programming and is expected to continue to play a role in future programming modalities.

The IFRC has been present in Greece since 2015 implementing a large Emergency Appeal to support Hellenic Red Cross response to the Migration crisis. Greece continues to be one of the priority countries for the IFRC in Europe due to the protracted need to continue monitoring and responding to the challenges posed by migration flows in the country.

Job purpose

The Programme Officer is part of the IFRC programme team which aims to deliver high quality, coherent and well-coordinated support to the Hellenic Red Cross (HRC). The programme officer will work under the direct supervision of the IFRC Programme Coordinator to support the design, implementation and follow-up of agreed activities in the areas of migration, health, disaster management and organizational development. The position is based in Athens with occasional travel to operational areas as and when required.

Job duties and responsibilities

Programme Management and Support

  • Provide support in programme areas including disaster management, migration and health, in line with agreed plans and priorities
  • Work closely with HRC counterparts to support implementation of agreed plans and budgets
  • Ensure the application of IFRC policies, procedures, and standards; ensure that project implementation is timely, relevant, effective and in line with best international practice
  • Support project data collection and information management and contribute to planning, monitoring, evaluation and reporting of programme activities in close cooperation with HRC and IFRC counterparts
  • Contribute to effective, timely and comprehensive reporting to partners and back donors in collaboration with the respective technical colleagues
  • Provide assistance to IFRC Programme Coordinator and HRC in the development of project proposal and in preparation of grant applications and resource mobilization for both internal and external donors

Analysis of the situation in Greece

  • Support the Delegation in analysis and follow-up of the overall politic, economic and social situation in Greece to support IFRC positioning
  • Analyse the humanitarian trends in Greece and monitors the situation of refugees, identifying key trends, challenges and gaps that are relevant for the IFRC in Greece and in the broader IFRC Migration operation in Europe
  • Carry out social, humanitarian and political research work in support of specific programs and activities of the IFRC

National Society Development

  • Promote and support National Society Development (NSD) interventions within and across IFRC-supported programmes and operations
  • Identify and promote appropriate opportunities for training and development of staff and volunteers
  • Explore, promote and support opportunities for capacity building with a focus on branches, volunteers and youth
  • Contribute to the identification and synthesis of best practices and lessons learned for organizational sharing and learning
  • Identify success stories and work with communications team to support in developing case studies

Coordination, Cooperation and Networking

  • Support operational and technical coordination with HRC and Movement and external partners
  • Facilitate technical and financial support of Movement and external partners for ongoing programmes as well as for emerging disasters and crises
  • Establish close coordination, cooperation and working relationship with technical file holders in the Europe region

Lateral Relationships

  • Establish and ensure effective working relationships with other team members
  • Ensure effective relationships with HRC counterparts
  • Ensure effective relationship with IFRC technical and service departments at regional levels

Duties applicable to all staff

  • Actively work towards the achievement of the Federation Secretariat’s goals
  • Abide by and work in accordance with the Red Cross and Red Crescent principles
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager

Position requirements

Education

Required

  • University degree in relevant area

Preferred

  • Basic Training Course (BTC/IMPACT/World of Red Cross, or equivalent)

Experience

Required

  • At least 3 years of relevant work experience in the humanitarian sector
  • Experience in managing projects and plans, as well as in budgeting, reporting and monitoring and evaluation
  • Proven experience in project proposal and preparation of grant applications
  • Proven experience in at least one key technical area of focus (health, migration, disaster management)
  • Experience in training and/or capacity building

Preferred

  • Experience in the Red Cross Red Crescent Movement
  • Experience with data collection and information management tools

Knowledge and Skills

  • Fluently spoken and written English
  • Fluently spoken and written Greek
  • Goal-oriented and solution-focused
  • Strong interpersonal and communication skills
  • Good analytical, synthesis & writing skills
  • Ability to work to under pressure and with tight deadlines
  • Demonstrated capacity to work effectively in a multi-cultural environment
  • Proven track record in project planning, monitoring and design
  • Proficient in Excel, Word, Outlook, SharePoint or similar applications
