National Society Development Delegate - Syria

Job Purpose

The NSD delegate will support the Performance and Partnership Support Department (PPSD) and engage with SARC senior management, as well as SARC programmatic and support services departments as needed, to facilitate the overall National Society Development process for SARC with a focus on strategic planning for 2022. This entails not only the technical /direct support given to SARC in specific files, but to proactively coordinate amongst the different Movement partners in the implementation of SARC’s NSD objectives and overall strategic vision moving from humanitarian response mode to a medium to long- term transition to recovery.

The NSD Delegate will report to the IFRC Head of Country Office with a technical line to the Regional NSD coordinator. The NSD Delegate will promote solid Movement Coordination in NSD in the spirit of the NSD Compact and is accountable to the wider Movement through regular reporting. The position is located in the IFRC Country Office in Damascus, Syria. Remote management arrangements are not preferred.

The post holder will support SARC to strengthen their institutional capacity, by acting in an advisory capacity and providing targeted guidance on NSD, with a strong focus on supporting the National Society in developing their 2023-2026 Strategic Vision and Plan and a corresponding NSD Framework. With a view to support SARC continuously increase and solidify their overall capacity to deliver timely and relevant services and programmes, the post holder will coordinate technical support from other Movement partners towards the implementation of the NSD Framework and NSD Plans to ensure a coherent and harmonized approach to NSD support in Syria.

Job Duties and Responsibilities

The incumbent will support the PPSD and engage with SARC Senior Management, programmatic and support services departments, providing strategic and technical management support as well as support informed decision making and at times influencing through shared experience and coaching.

National Society Leadership Development and Strategic Planning

  • Support PPSD to undertake a review of the current 2020-2022 strategic plan
  • Support the process to develop SARC’s 2023-2026 Strategic Plan and corresponding M&E Framework in a participatory manner, working with the PPSD, and in close dialogue with SARC Senior Management
  • Support the development of a plan for phase roll-out of SARC’s new strategic plan 2023-2026
  • Upon request adapt and conduct a National level Movement Induction Courses (MIC) or leadership orientation equivalent for the Governing Board Members and Branch Leadership.
  • Support the implementation of SARC’s internal policies, incl. Code of Conduct,
  • Fraud and Corruption, Prevention and Response to Sexual Exploitation and Abuse (PSEA), Gender and Diversity, and Child Protection etc.**

Technical Support to SARC’s NSD Team

  • Support the development and implementation of SARC’s NSD Framework (based on SARC’s NSD Concept Note and corresponding to the Strategic Plan 2023-2026) in alignment with existing initiatives and organizational investments and identified needs from assessments.
  • Ensure coherence and complementarity of support by Movement partners towards SARCs NSD related objectives), promoting coordination to optimize resources and impact.
  • Provide day-to-day technical guidance and capacity building support to the PPSD upon request and as per identified priorities, in coordination with other Partners
  • Provide technical guidance and accompaniment on efforts to secure resources (financial and technical) from RCRC Movement internal funding mechanisms (Capacity Building Fund, Empress Shoken Fund) and from external sources.
  • Support SARC in implementing the approach and plans for branch development following the PER assessments including refining the Branch Development Roadmap.
  • Strengthen the performance, accountability, and risk management of all NSD and capacity strengthening initiatives and disseminate key results.
  • Develop, support and pilot innovative initiatives in NSD, promote learning, development and knowledge sharing and increase visibility of SARC’s experiences.
  • Support the PPSD in the fundraising efforts.

Job Duties and Responsibilities (continued)

Coordination, cooperation and collaboration amongst Movement partners

  • Assist SARC and work with Partner National Societies and ICRC to coordinate their technical and financial support so that it contributes to systematic OD and capacity-strengthening according to SARC priorities and operational needs.
  • Assist and support SARC in learning from their own experiences and from those of other National Societies. In addition, assist SARC to access and link-up with various knowledge-sharing networks and opportunities across the region.
  • In the spirit SMCC and the NSD Compact, foster consistent and well-coordinated support to SARC and facilitate discussions among RCRC Movement Partners on NSD to avoid duplication of efforts and maximize impact by utilizing/ formalizing the existing Movement Coordination mechanism for NSD.
  • Maintain regular information flow to partners and stakeholders.
  • Represent the IFRC in key fora pertinent to NSD.
  • Advocate for and coordinate NSD support with partners and donors.

Relationships, expertise and professional development

  • Establish and maintain effective professional working relationships with counterparts in SARC, national and international staff of relevant partners in country, and IFRC regional and global offices
  • Be the focal point for IFRC Syria and a person of reference for all related output and actively represent IFRC and Movement partners in all matters related to NSD.
  • Complement and contribute to the development of a network for regional knowledge sharing, sharing best practices and promoting the use of appropriate tools and practices.
  • Contribute to the IFRC Country Office Team, while sharing technical expertise in a supportive manner.

Duties applicable to all staff

  • Actively work towards the achievement of the Federation Secretariat’s goals
  • Abide by and work in accordance with the Red Cross and Red Crescent principles
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager

Education

  • Relevant University degree in a related discipline from an accredited academic institution with at least eight years of relevant professional experience - Required
  • Master’s in Business Administration, MBA or equivalent - Preferred

Experience

  • At least 10 years of progressive experience in a similar role - Required
  • At least 8 years of experience working in organizational development and volunteer development- Required
  • A minimum of 5 years’ experience in coaching, institutional capacity strengthening and staff development- Required
  • A minimum of 5 years’ experience (at senior/ mid-management level) in change management and experience in supporting strategic planning and management - Required
  • At least 5 years of experience within the Red Cross Red Crescent Movement or membership-based non-governmental organizations - Required
  • Experience working in the MENA region - Preferred

Knowledge, Skills and Language

  • Proficient in providing strategic advice to leadership - Required
  • Proficient in mentoring and developing people and ability to work in empowering and participative ways - Required
  • Facilitation of organizational development and branch organizational capacity assessment processes - Required
  • Profound understanding of the RCRC mandate, values ad approach to delivery of humanitarian and development services - Required
  • Solid knowledge in supporting strategic planning and policy processes as well as systems development in the context of a non-profit organization - Required
  • Ability to transfer knowledge on organizational development principles and approaches.
