The Regional Risk Communication and Community Engagement (RCCE) - IM officer will provide technical support to IFRC and National Societies RCCE activities across the Europe and Central Asia region. The work will involve close coordination with the IFRC regional office, IFRC cluster and country delegations, as well National Societies.
The Officer will specifically work to support the CEA teams across the region in developing and applying appropriate feedback mechanisms and tools that facilitate collection, analysis and sharing of operational CEA information, knowledge and data with technical leads, the IFRC membership and partners in an appropriate and safe manner. Specifically, the regional expert will ensure guidance, coaching and capacity building for developing and rolling out CEA data (with focus on qualitative data such as community feedback and perceptions data), processes, systems and tools in a coordinated manner across regions and countries for operational decision making and community engagement approaches including for key partners and stakeholders engaged in the COVID-19 response.
1.Information Collection & Management capacity strengthening:
- Promote and support collaborative and harmonized information management and analysis systems and processes for CEA data, support development of survey and feedback data collection forms.
- Maintain close technical coordination with IM-CEA network ensuring key learnings and developments are shared to enable greater IM for community engagement.
- Identify and mitigate potential data protection-related risks, harm or opportunities regarding the IM, data process and outputs – with support of the Regional IM Officer
- Support for the development and improvement of tools and processes so that community feedback data collected by National Societies can be easily aggregated, analyzed and used for strengthening the evidence-based decision-making process.
- Deliver trainings and provide ad-hoc technical and programmatic support to NS.
2.Data collection & organisation and content management:
- Apply appropriate digital technologies to structure and enhance information flow of CEA data, including development of survey tools. Provide quality control and technical guidance over tools that support data collection and analysis such as Open Data Kit (ODK), KoBo Toolbox.
- Develop and implement recommendations for CEA knowledge management, digital engagement training, and online community building.
- Provide input to monthly regional updates/bulletins on the progress, trainings, data products.
3.Analysis and data visualisation:
- Enhance the NS capacity to undertake quality CEA analysis through readily available tools, guidance, and training activities. Provide technical guidance and support to the NS on improving their data collection, analysis and data-driven decision-making capacities.
- Support regional and NS-level CEA staff with more effective or efficient means of conducting needs assessments.
- Develop data visualisations for various platforms and audiences, including the IFRC GO platform.
- Support the region/countries/NS with collecting and managing qualitative research data (such as perceptions data and community insights/feedback) and relationship with epidemiological trends (including but not limited to COVID-19 and vaccination)
- Enhance the analysis of the regional feedback collected and provide guidance to IFRC (regional) policy setting and IFRC (regional) CEA strategy adjustment as the COVID pandemic progresses
- For the longer term provide analysis on collected feedback & perception not strictly related to COVID-19, for instance for other crises.

Education
Preferred:
- University degree or technical qualification in relevant areas such as Information Management, Disaster Management, Social Sciences, or equivalent experience
Experience
Required:
- Minimum of 2 years’ experience in information and data management, with focus on undertaking and managing social-behavioural data analysis in operations (i.e, perceptions, concerns, believes and community insights), preferably in humanitarian contexts
Field experience in working with a humanitarian organisation in an information management, information systems capacity, reporting or communications function
Good understanding of - or training in - current developments in the field of behavioural and social sciences, research approaches; knowledge of qualitative and quantitative methods
Experience in handling confidential and sensitive data
Preferred:
- At least 1 year of experience of working for the Red Cross/Red Crescent Movement
Knowledge, Skills and Language
Required:
- Experience in designing and managing mobile data collection processes; knowledge and experience in using mobile data collection tools (preferably KoBo and/or ODK)
- Good knowledge of the Microsoft Office package – including process automation
- Advanced Excel skills
- Knowledge of and experience in using data visualization tools (preferably Tableau and/or Power BI); experience in advanced data visualization and information design
- Good understanding of humanitarian responses, actors involved, and the role of evidence-based decision making for the delivery of humanitarian action
- Solid skills in teamwork and coordination so as to be able to bridge the communication between programmes, decision makers and technical personnel
- Strong attention to detail in both listening and visualisation design
- Experience in delivering programmatic and/or technical trainings
- Ability and willingness to travel internationally
- Ability to work towards tight deadlines and handle multiple tasks
Preferred:
- Experience in designing and managing mobile data collection processes for the purposes of socio-behavioral analysis (including - but not limited to – feedback collection, perception surveys, KAP surveys)
- Ability to formulate IM related technical requirements and operating procedures
- Knowledge of and experience in using data analysis and management software
- Strong analytical skills and ability to handle complex data and information; excellent analytical and problem-solving skills, including the ability to synthesize, process and prioritize information
- Experience in process design; flexibility and creativity in adjusting processes and tools to changing needs
Language:
Required:
- Fluently spoken and written English
Preferred:
- Fluently spoken and written Russian
- Good command of another IFRC official language (French, Spanish or Arabic)
