Planning
- Support and contribute to the review of the Asia Pacific regional COVID-19 Emergency Plan of Action (EPoA) operation and aligning to the global COVID-19 Emergency Appeal (EA) and as well as global planning and monitoring framework for COVID-19 operation (Operations and PMER).
- Provide technical guidance for the National Society Response Plans as part of the Asia Pacific COVID-19 operation.
Monitoring
- Sensitize and support to IFRC country offices and National Societies across Asia Pacific on the use of tools such as logical frameworks (objectives, indicators and targets), monitoring and evaluation (M&E) plans, Gantt charts, indicator tracking tables (ITTs), baseline – end line studies and matrixes to monitor outcomes, outputs and activities related to the COVID-19 operation.
- Train the use of monitoring and reporting templates, in coordination with IFRC teams (Operations and PMER).
- Participate in the Asia Pacific and global creation, adjustment and use of M&E and information management (IM) systems to support the monitoring of COVID-19 actions.
- Support to IFRC country offices and National Societies across Asia Pacific on regular monitoring of projects, programmes and plans to facilitate results-based management and with the aim to strengthen accountability and evidence-based results.
- Participate in regular meetings related to COVID-19 operation as required.
Evaluation
- Support Real Time Learning and other evaluations related to COVID-19 operation.
Reporting
- Consolidate and review narrative reports for the operation, ensuring coherence of the information, edition and formats in coordination with the operations team in compliance with the IFRC quality standards and timeliness to fulfil established deadlines.
- Coordinate with IFRC country offices in timely submission/consolidation of donor reports.
- Ensure programmatic information in reports is coherent with financial information in cross-checking and verification processes with operations team.
- Responsible for quality control for the completion of reports (emergency and pledge-based) related to COVID-19 operation, guaranteeing the quality of the information and correct use of templates as required by donor or IFRC.
Other
- Serve as the PMER focal point for the COVID-19 operation in the Asia Pacific regional office.
- Maintain knowledge, understanding and use of the IFRC planning, monitoring, evaluation and reporting systems and procedures.
- Support the Asia Pacific regional office team with PMER duties, as needed, to ensure business continuity.
Education
Required
- University degree or bachelor’s degree in economic or social sciences or equivalent qualification
Experience
Required
- Two (2) or more years of reporting experience
- Three (3) or more years project planning and reporting experience**
Preferred
- At least 2 years of experience in complex emergency operations
- Familiarity with IFRC emergency operations
- Acquainted with IFRC policies, procedures and systems
- Work experience at international and/or national level and/or volunteer experience in the RC/RC
