Country: Indonesia
Organization: International Federation of Red Cross And Red Crescent Societies
Closing date: 16 Dec 2021

Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 192 member National Societies. The organization acts before, during and after disasters, crises and health emergences in order to meet the needs and improve the lives of vulnerable people. IFRC’s work is guided by seven Fundamental Principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices the organization’s collective vision and determination to move forward in tackling the major challenges that presently confront humanity.

As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the support to National Societies of 38 countries – including Indonesia – through eight Country Offices and five Country Cluster Delegations. The Country Cluster Delegation (CCD) in Jakarta is responsible for overseeing IFRC support to the National Societies of Indonesia and Timor-Leste, including in implementing humanitarian and development programmes that address the needs of vulnerable people, as well as representation to the Association of Southeast Asian Nations (ASEAN).

Indonesia is one of the most disaster-prone countries in the world. The country lies in a zone of high tectonic activity making it prone to earthquakes and tsunamis and has over 40 active volcanoes. It is also prone to floods, droughts, landslides, and forest fires which, due to climate change, are increasing in terms of both frequency and intensity, particularly in the southern and eastern parts of the country. Timor-Leste is a disaster-prone country. Floods, landslides, and heavy winds are the most common natural hazards in Timor-Leste, disrupting the land transport system by destroying bridges, washing out roads and damaging infrastructure. Droughts are becoming more frequent during the dry season, exacerbating the country’s food security problem. Climate Change is expected to increase the frequency and intensity of seasonal droughts and flooding as El Niño and La Niña phenomena delay the start of the rainy season and can produce localized heavy rainfall. Timor-Leste is also near the intersection of three continental plates, making it vulnerable to major earthquakes. Cyclone activity in the country is also predicted to become more frequent and intense due to climate change.
