Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 190 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

Organizational Context

The Global Road Safety Partnership ( www.grsproadsafety.org ) is a voluntary association of governments, businesses and civil society organisations, hosted by the International Federation of Red Cross and Red Crescent Societies (IFRC).
GRSP is dedicated to the sustainable reduction of death and injury on the world’s roads through establishing partnerships and promoting good practice road safety initiatives. It has a particular emphasis on low and middle income countries and is currently actively working in approximately 40 countries.
GRSP has a work force of 19 persons including full time staff members as well as contracted specialists on 5 continents, and a current annual budget of CHF 7 million.
GRSP has a role in advocacy at the global level, is a knowledge centre for road safety at the IFRC and for the National Societies, and works to develop partnerships across government, private sector and civil society organisations.
With the IFRC, it is situation in the Programmes & Operations Division, which recognises a shared commitment to the use of multi-pronged approaches to build community resilience.
GRSP has grown rapidly over recent years and has demonstrated the value of multi-sector partnership and good practice.It has also demonstrated a capacity to attract and retain a workforce that is multi-national and multi-cultural.
This has resulted in it becoming a key organization within the global road safety community and well-placed to address the humanitarian crisis represented by road crashes, which currently kills 1.25 million people every year and injures 50 million more.

Job Purpose

The Chief Executive Officer is based at the GRSP office in Geneva and has overall responsibility for the development and direction of the Global Road Safety Partnership.

Job Duties and Responsibilities

The work of the GRSP Chief Executive Officer will include, but not necessarily be limited to, the following:

Strategic leadership

  • Develop – in close consultation with the Executive Committee – and implement the strategic direction of the organisation aimed at growing the membership and the volume, impact and sustainability of activities
  • Direct the development of GRSP’s good practice and knowledge sharing activities
  • Ensure the financial stability of the organisation by directing a successful marketing plan to increase funding
  • Oversee the implementation of GRSP’s strategic plan

Management

  • Prepare and manage the annual business plan and budget
  • Provide overall management of all GRSP staff, including ensuring performance management, proper training and development and wellbeing (health and safety)
  • Manage the Hosting Arrangements with the International Federation of Red Cross and Red Crescent Societies
  • Oversee solid project management (including reporting on the basis of Key Performance Indicators) in GRSP programmes
  • Oversee a communications programme to ensure that key customers and stakeholders are fully informed
  • Report to the GRSP Executive Committee, GRSP Chairman and Vice Chairman on a regular basis

External Relations / Partnerships

  • Build and maintain the relationship with the IFRC and the Red Cross Red Crescent National Societies
  • Raise the profile of GRSP on the world stage
  • Recruit new members and maintain relationships with existing ones
  • Promote the partnership approach (government, business, civil society) that is the hallmark of the GRSP approach
  • Expand the geographic cover of GSRP country activities in an impactful and sustainable manner
  • Build relationships with other international organizations in road safety
  • Represent GRSP at selected international fora, international conferences and to the media

Others Undertake other relevant duties as agreed with the GSRP Executive Committee

This position will require travel of at least 30% of time, including several international trips per year potentially bridging over weekends

Education

  • MBA or other relevant post graduate qualification (Required)

Experience

Required:

  • At least 10 years of experience in multi-sector organisation general management at senior levels
  • At least 5 years of experience in road safety including experience on an international level with a strong preference for experience in low and middle income countries
  • Proven record as a manager and team leader. Experience of people management in a highly diverse and globally distributed team
  • Understanding of public/private sector goals and partnerships.

Preferred:

  • Experience working in or with a ministry of transport, road research institute, road safety management organisation, or road safety NGO in developing countries
  • International standing in the road safety field Knowledge, skills and languages

  • Extensive knowledge of road safety management and research

  • Experience of organisational management, assessment and reporting.

  • The ability to engage with senior level staff in all sectors of society

  • Networking and relationship management skills

  • Presentation and public speaking skills – to international audiences

  • Analytical with excellent reporting and financial management abilities

  • Understanding of social and economic development issues

  • Able to work under significant pressure

  • Able to work in different cultures and with diverse staff distributed across many countries/cultures

  • Excellent speaking, reading and writing of English

  • Good command of another IFRC official language (French, Spanish or Arabic) (Preferred)
