Background:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
At Geneva level the Health and Care Department consists of three teams: Emergency Health, WASH and Community Health. This consultancy will support the Immunization Team work within the Community Health Team.
Every year, an estimated 20 million children do not receive routine infant immunizations, IFRC supports our National Societies to reach vulnerable and isolated communities with life-saving vaccines in some of the world’s most challenging environments.
The IFRC works strategically to help Red Cross and Red Crescent National Societies (NS) fulfil their role as key partners in global immunization efforts. Eradicating polio, reducing measles mortality, improving immunization activities and reaching children living in fragile states and insecure areas with high-quality health services are high priorities for IFRC and CDC. IFRC has the unique capacity to reach children with immunization services in settings where other partners may have difficulty to access. NS provide the volunteer network to tackle the “last mile” of immunization.
IFRC also plays a critical role working complementary with national governments and cooperatively with partners to ensure global immunization targets are met. Activities in this project agreement are specifically tailored to reach some of the most vulnerable children in high-priority countries, as well as to address outbreak response, global advocacy, and special projects among other activities in complex settings and other vulnerable areas.
Now, with the Immunization Agenda 2030 as a global strategy to leave no one behind, with the core principles on people centred, country owned, partnership based and data guided through the strategic priorities we continue working with the aim to keep increasing equitable access, strengthening immunisation within primary health and reducing mortality and morbidity from vaccine preventable diseases.**

Overall objectives and deliverables of the consultancy:
Support IFRC/CDC-BMGF Routine Immunization projects
on monitoring and evaluation (M&E)
Contribute to strategic planning and operations for routine EPI immunization
Technical support throughout the different phases for the new project: assessment, design and planning, and implementation.
Provide strategic and operational guidance regarding mobile based M&E for national EPI data systems, supervision, and mass campaign data collection
Continuous technical support and quality assurance for the data collection, analysis and data reporting
Contribute to innovative microplanning and routine EPI program management using satellite maps and village-level GPS
Contribute to development of innovative mobile data collection systems and feedback products
Contribute to development of analysis skills and methods for complex triangulation of national, regional, and district routine and logistics data sources
Continue to monitor the cleanliness and quality of the data bases, as the completeness and supervision
Prepare evaluation and monitoring frameworks and plans
Prepare evaluation and monitoring progress reports
Support the preparation and presentations for the donor monthly calls
Support training in data system design, form design, data cleaning, data analysis, and report generation
Support training in Magpi, Stata, and QGIS.
Build capacity of the National Societies to build and run the data systems
Support epidemiological aspects in program planning and implementation
Support the preparation of supplemental grants
