Job Purpose:
To manage and update the accountability and compliance system developed for the DREF, through closely monitoring of implementation of DREF grants, audits, reviews and evaluations, flagging any compliance issues and delivering on consolidating inputs for the audit tracker. In terms of monitoring the DREF overall performance, liaise with partners on replenishments and communicate with relevant regional offices on issues flagged by partners on implementation. Manage and follow up with PRD on the registration of donor contributions and monitor the status of funding available. Related to the DREF 2020-2025 strategy to support the team in the implementation of the DREF scale up through providing analysis on the new working modalities from existing resources and through further research and working with Communications and Partnership departments in producing high quality content for advocacy purposes.

Manage and update Accountability and Compliance system for DREF

  • Monitor the compliance by National Societies and IFRC Regional Offices with DREF procedures and authorizations concerning the use of the funds and with reporting deadlines, with specific emphasis on reviewing final reports.
  • Manage data from DREF reports on performance management targets and maintain database on quality and timeliness of DREF reporting for measurement of progress and monitoring of performance.
  • Deliver a consolidated inventory on DREF compliance issues per country and region, with specific focus to support informed decision making on approving DREF operations.
  • Monitor reporting deadlines, prepare donor reports and assist the Senior officer in the preparation of funding proposals and management reports.
  • Liaise with OIAI on a quarterly basis and flag compliance issues based on the consolidated inventory
  • Ensure that relevant information from audits is collected and shared within the DREF team
  • When possible, participate in DREF reviews or in the review management group

Keep track and monitor overall performance of the DREF

  • Provide technical guidance to the DREF M&E officer on updating information and statistics on DREF allocations
  • Monitor DREF loan issuance and recovery and initiate repayment discussions three months after issuance of unrecovered loans
  • Support the DREF appeal manager and Senior officer with reports on use of funds, fund balance etc. from the financial systems
  • Lead on communication with external partners, in coordination with PRD on new contributions, replenishments, pledge registration
  • Follow up with Regional offices on specific donor comments on operations
  • Prepare donor replenishment lists for financial reports

Content & analysis development & Administrative support

  • Lead on organization meetings of DREF advisory group and donors, including note taking and preparation and distribution of information materials.
  • Contribute to develop procedures and processes linked to the DREF and FbA, with specific focus on the new working modalities as part of the DREF scale-up
  • Work with PRD to produce needed documents and information for fundraising efforts.
  • Work with the communications department to follow up on DREF communications that systematically shows the National Societies’ achievements that are enabled by the DREF support.
  • Support with providing specific analysis related to the DREF scale up and its implication
  • Provide administrative support to DREF and FbA Senior Officers
