Support to develop operational guidance document for electronic payment systems

Overall objective:

The objective of the proposed work is to develop an operational guidance document for electronic payment systems including countries lessons learned and best practice.

Specific objectives:

The specific objectives are to:

  • Evaluate the effectiveness of electronic payment systems for staff engaged during ITN mass campaigns,
  • Compile lessons regarding the design, set up, planning, and execution of electronic payment systems that are critical to successful implementation of payments for campaign workers, as well as the ramifications of non-effective systems for the current and future campaigns and
  • Develop an operational guidance for electronic payment systems.

Background:

The past fifteen years have seen tremendous gains in reducing the burden of malaria and progressing towards elimination. Between 2000 and 2015, global malaria incidence fell by 37 percent and mortality rates by 60 percent. Over 6.2 million deaths were averted, primarily among children less than five years of age. Since 1998, the RBM Partnership to End Malaria (RBM) has been central to the global fight against malaria and has been essential to mobilizing unprecedented resources and supporting scale up of innovative interventions to put the world on a path of eliminating malaria.

The Alliance for Malaria Prevention is a workstream within RBM. AMP is a partnership of more than 40 organizations, including government, private sector, faith-based and humanitarian organizations. AMP is housed and chaired by the International Federation of Red Cross and Red Crescent Societies (IFRC).

AMP is a global partnership focused on three main activities: (1) coordination of partners involved in ITN campaign and continuous distribution activities; (2) development of operational guidance for planning and implementation of ITN distribution; and (3) supporting countries to identify, address and document operational successes and challenges to meeting the WHO Global Technical Strategy (GTS) targets for high coverage and use of ITNs.

For over seventeen years, AMP has cultivated strong relationships with national malaria programmes and with key technical, financial, and implementing partners. Along with developing field-focused tools and operational guidance, AMP has established a globally recognized network of Technical Assistance (TA) Providers for planning and conducting ITN campaigns, covering strategy, training and capacity building, logistics, communication, and monitoring and evaluation. AMP is recognized as an essential global partnership platform and expert resource for developing, promoting, and conducting mass ITN campaigns and continuous distribution, and sharing best practices within the global malaria community and beyond. AMP is an integral part of the RBM’s Country and Regional Support Partner Committee (CRSPC).

ITN campaigns are most countries’ primary method of vector control and mode of malaria prevention. Ensuring that ITN campaigns are planned and implemented in a cost-effective and efficient manner is a priority for financial, technical and implementing partners. Additionally, national malaria programmes are looking for optimal means for ensuring sustained ITN access and use through different distribution channels to maintain progress against targets for ITN access and use. National malaria programmes and partners distributing ITNs look to AMP for planning and implementation support, which is provided through operational guidance documents accessed through the AMP website in addition to through technical assistance.

Digital tools have been used to address one of the key implementation bottlenecks in ITN campaign delivery – inability to ensure timely payment for training costs and campaign workers in the field – with varying degrees of success. Electronic payment systems are intended to simplify payment of training costs, allowances for registration agents, distribution point workers, supervisors and other individuals implementing campaign activities.

In 2021, as part of the work that AMP is undertaking with funding from the Bill and Melinda Gates Foundation (BMGF), is a review of mobile money cash transfer systems that have been developed and implemented in Kenya, Nigeria, Mozambique, Madagascar and elsewhere. Review and document the requirements for successful planning and roll out of an electronic payment system, compile lessons regarding the design, set up, planning, and execution of electronic payment systems that are critical to successful implementation of payments for campaign workers. These can inform other ongoing efforts under the BMGF Task Force’s campaign effectiveness initiative and DSME to improve timely remuneration during health campaigns

Terms of reference for consultancy:

The consultant will:

  • Review of mobile money cash transfer systems that have been developed and implemented in Kenya, Nigeria, Mozambique, Madagascar and other countries
  • Evaluate the effectiveness and efficiency of electronic payment systems for staff engaged during ITN campaigns
  • Compile country experience regarding the design, set up, planning, and execution of electronic payment systems that are critical to successful implementation of payments for campaign workers
  • Identify countries implementing the “recommended” approaches for potential case study development
  • Develop a report on payment systems in use for malaria and broader health campaigns, including considerations for planning and establishing a payment system for ITN mass campaign
  • Ensure that gender aspects/barriers are represented in the report

Fluency in English and ability to read French is required for this consultancy.
