Purpose of Project and Background

The RCCE Collective Service (CS) is a collaborative partnership between the IFRC, UNICEF, WHO with support from the Global Outbreak Alert and Response Network (GOARN), and key stakeholders from the public health and humanitarian sectors. The Collective Service aims to deliver the structures and mechanisms required for a coordinated community-centred approach that is embedded across public health, humanitarian, and development response efforts. This will ensure expert driven, collaborative, consistent and localised RCCE support reaches governments and partners involved in the national response to COVID-19 and beyond.

The Collective Service has developed a website to have a central kiosk for all RCCE-related materials which can help practitioners, researchers and RCCE experts: guidance tools and resources, existing platforms and crucial data visualisation space. The site includes a data dashboard which compiles, structures and measure socio-behavioural data (it includes digital community feedback datasets, community-based survey results or dedicated studies developed across the RCCE Collective service network) to inform response actions. It provides a repertoire of useful data dashboards, databases and sites with critical resources for RCCE practitioners,

We are looking for a consultant to support the Service with knowledge management tasks, communications support and manage the development and expansion of the newly developed RCCE online hub.

Project objectives

The consultant will roll out the Collective Service Knowledge Management strategy with focus on sustaining and expanding the Service Knowledge Hub https://www.rcce-collective.net/. The consultant will also be responsible for supporting with communications approaches to position the Collective Service as a critical platform to increase the scale, quality and consistency of RCCE efforts and for the sharing of knowledge, innovations and learnings.

Desired outcomes **

The consultant will be responsible for understanding our user’s needs and requirements, seeking out engaging and relevant content (including research, publications, training materials, videos etc.), suggesting creative solutions to display and signpost content and promoting it through the CS Hub platform. This will involve building relationships with a number of stakeholders in order to curate and manage content effectively. This includes: understanding user needs, seeking out pathways to RCCE research, articles, guidelines, tools and other resources and then harnessing that information, distilling it, editing, formatting, ensuring quality of content, publishing, signposting and promoting it through the online Collective Service hub and other approaches and strategies to ensure access and use of relevant RCCE resources by stakeholders across the regions.The KM position should also support with communications and documenting best practice to sustain and expand the web hub into becoming a reference for RCCE practioners.

Consultancy outputs

· Roll out and periodically revise the knowledge management strategy which ensures that RCCE CS relevant knowledge is effectively developed and managed in line with user’s needs and preferences. This will include to develop appropriate ways of working, procedures and policies and approaches to distil knowledge to share and monitor how knowledge is accessed and used and a clear implementation plan with identified roles and responsibilities.

Web content Management and dissemination

· Support the CS team to develop a dissemination strategy for the CS website and deliver activities to support roll out and use across partners

· Be responsible for all content management tasks - curate, create, upload, publish, promote and archive content in creative ways, ensuring appropriate quality across published information. Use WordPress as a content management system (CMS) to manage the creation and modification of digital content

· Develop and follow a work plan for the online hub along with a clear architecture to be used as a reference in future expansions

· Ensure that the use of the CS website is tracked and suggest effective approaches to monitor how the content is used

· Oversee design and user interface improvements along with the web developer

· Manage the development of additional features for the website – calendar, blog, capacity building pages, etc.

· Aid in the development and management of the CS knowledge base and helpdesk

· Support the development of a weekly newsletter for partners

· Explore the possibility of developing a Community of Practice

· Support with the rolling out of the Help Desk function as and when needed, in closed collaboration with the project manager

· Guide the web designer on all tasks defined to sustain and develop the website.

Managing working platforms

Support with teams and google drive coordination spaces for co-designing solutions and content.

Coordination and partnerships

Explore, assess and negotiate collaboration with relevant RCCE stakeholders and knowledge platforms (i.e Hygiene Hub) to nurture collaboration and coordination in the development and sharing relevant content.

Communication and reporting

Support with the development of communication assets to promote the work of the Collective Service and its partners and with reporting needs as needed.

All delivery will be done digitally through appropriate platforms determined as part of the consultancy. **

Support to be provided to the consultant

The IFRC RCCE Collective Service team will provide ongoing support and inputs to the consultant, as per outputs outlined above.**

The consultant will be contracted by the IFRC and the standard contractual terms will apply.**

  • No travel is expected as part of this consultancy.
