Purpose of Project and Background
The RCCE Collective Service is a collaborative partnership between the IFRC, UNICEF, WHO with support from the Global Outbreak Alert and Response Network (GOARN), and key stakeholders from the public health and humanitarian sectors. The Collective Service aims to deliver the structures and mechanisms required for a coordinated community-centred approach that is embedded across public health, humanitarian, and development response efforts. This will ensure expert driven, collaborative, consistent and localised RCCE support reaches governments and partners involved in the national response to COVID-19 and beyond.
With the massive effort to tackle COVID-19 pandemic and recently the rolling out of the new vaccines, partners collect data and develop materials including web pages and platforms to share insight and resources. This multiplication of hubs or websites makes it harder for partners to access essential resources and complexifies a coordinated approach to RCCE knowledge management.
For amplifying RCCE knowledge and reinforce its visibility, the Collective Service conducted in December 2020 the development of RCCE website (https://www.rcce-collective.net). Based on the existing development and to reinforce functionalities of the website, the RCCE Collective Service requires an additional web development to add new features and contents to the existing platform to strengthen the role of the RCCE Collective Service website among partners and RCCE experts.

Project objectives
The Collective Service requires a revision of the RCCE Collective Service website and roll-out of technical support to optimize user experience and improve Collective Service’s presence on the Web as a key online resource for RCCE knowledge and community of practices. This includes:
· Revision of the RCCE website
· Development and integration of new features
· Integration of content in the RCCE Collective Service Website
· Internationalization
· Optimization and maintenance
Desired outcomes **
Contribution to the support of coordination mechanisms and knowledge sharing systems that can strengthen the way we work and optimise the COVID-19 response. This will include the integration of new contents and the development of new web-based applications to enhance the RCCE Collective Service’s website functions.
Consultancy outputs
The work will be undertaken under the supervision of the IM team and in close collaboration with relevant team members. The web developer’s main tasks will be to propose, develop and implement additional elements of the front-end user interface for the RCCE Collective website following the deliverable bellow. The website platform will be Wordpress.
- Revision of RCCE Collective Service Website
Based on quick review of the roadmap and needs, the consultant will:
· Assist the development of the new architecture
· Identify new content and features needed.
· Redesign the landing page with new features
· Design mock-ups for new features and content types
· Harmonize element styles and build a robust element library
- Development and integration of features
Based on the revision of the website, the consultant will provide support for improving the design and user experience of the website through specifically:
· Develop new dynamic templates as required
· Support with setting up and initial management of a helpdesk feature.
· Setup the Collective Service blog, hosted on the platform.
· Provide web development assistance with overall look and user experience of the CS resource library to improve content management mechanism and add functionalities to optimize the section (displaying, filtering, sorting, and searching).
· Integrate the RCCE Collective Service newsletter with the website to disseminate highlighted content from the website.
- Integration of content in the RCCE Collective Service Website
In collaboration with the technical team of RCCE Collective service, the consultant will:
· Support integration of new content such as resources, toolkit, and case studies.
· Periodically review the taxonomy and content management mechanism.
· Provide editorial support with resources, case studies, events, etc.
· Develop a comprehensive training package - documentation for users, editors and administrators.
- Internationalization
The consultant will support integration of multilanguage functions on the website:
· Adapt existing content and features within the multi-language interface.
· Implement as needed an automatic translation mechanism.
- Optimization and maintenance
· Develop a maintenance strategy including backup system and staging site as test environment for new features and updates.
· Support the search engine optimization to improve the website ranking and drive traffic.
· Provide technical support to website administrators as needed.

All delivery will be done digitally through appropriate platforms determined as part of the consultancy. **
Support to be provided to the consultant
The IFRC RCCE Collective Service team will provide ongoing support and inputs to the consultant, as per outputs outlined above.**

At completion of work, as per invoices submitted by the consultant**

65 days over 20 august 2021 and 31 December 2021
Notes
The consultant will be contracted by the IFRC and the standard contractual terms will apply.**
- No travel is expected as part of this consultancy.
