Background

Organizational Context
The conflict in Syria has created the largest humanitarian crisis in decades. As the fifth year of the Syria crisis, the humanitarian needs are acute in country as well as the region. The conflict continues to have a very significant detrimental toll on lives, families and communities. Today, hardly a family remains in Syria unaffected by the catastrophe. Well over one third of Syria’s pre-conflict population of 22 million is living in hard to reach and besieged areas or has sought refuge elsewhere in Syria. The extreme hardship endured by millions of people inside the country, and by refugees who have fled the country and are now scattered throughout the region and beyond, will only grow more acute in 2015. The Red Cross/Red Crescent Movement is determined and ready, with support from donors, to significantly scale up its current level of response, but at the same time it requires a coordinated approach to planning, monitoring and reporting to represent the Movement wider response to the Crisis. The Movement agreed during the Movement Advisory Platform meetings and most recently in May 2014 to develop a Movement wide reporting (MWR) to capture and represent the collective efforts of the Movement components. For that purpose a dedicated joint ICRC/Federation team will ensure a sound development of the MWR Syrian Crisis at regional level with the support of a Syria Crisis MWR coordinator who will lead the overall process aiming at designing and launching a comprehensive multi-year project for the Movement activity data management and a Movement Web-platform in relation to the Syrian Crisis
Job Purpose
All Movement meetings on Syrian Crisis confirmed the importance and the need for increased information-sharing related to the Movement response in the region (High-level tripartite meeting, Movement Advisory Platform, Movement Communication and Positioning workshop, Steering groups).
The holder of this position – serving as a project leader and technical advisor- will ensure the development and the initiation of the MWR multi-year project. He/She will be responsible for designing and drafting the multi-year project, setting up initial phases, identifying resources and tools, liaising with different actors that contribute to this process, overseeing the technical coordination, drafting common indicators and mechanisms for data collection, providing advice, technical support and guidance, identifying capacity building opportunities, proposing data analysis and data visual representation on a Web-platform.
Job Duties and Responsibilities
- Lead the overall process aiming at developing a sustainable mechanism for collective reporting/data gathering related to the Syria crisis, including a vision of the specific uses to targeted audiences.
- Develop a sound multi-year project for the Movement data management and an Movement Web-platform in relation to the Syrian Crisis, including definition of roles and responsibilities, plan of action, clear timelines, HR and budget
- Analyse and identify the Movement needs, requests and requirements in terms of internal and external reporting related to data and graphical representation
- Work closely with the Movement members to develop a sound data collection system including templates, mechanisms, common indicators, guidance and overall management system to consolidate and report on quantitative and qualitative data provided by different actors on main programmatic achievements;
- Coordinate the design of formats for the presentation of information including the dedicated Movement Web-platform for internal and external audiences.
- Manage a test phase of the MWR in one selected country and ensure the lessons learned of this test phase for possible adaptation before the regional rollout;
- Develop a comprehensive regional approach and promotion of the MWR in the region;
- Identify opportunities for Capacity building on data management within HNS and consistent with existing PMER projects;
- Ensure that the results of Syria Crisis evaluations conducted by Movement members are captured in the MWR system.
- Provide inputs to the Movement Syria Crisis Communication strategy and identify opportunities of support and linkages;
- Ensure coherence of the MWR Syria Crisis with Movement recommendations linked to the SMCC process (Council of Delegates 2013, Resolution 4, in particular).
- Ensure an analysis of lessons learnt and document the learning with regard to knowledge-sharing, accountability and promotion of the achievements of the Movement to be taken into account in future complex emergency operations.
- Liaise with the communications teams (mainly IFRC and ICRC) regarding the content and layout of Movement communications materials for external audiences such as the common narrative, facts and figures and Red4Syria portal.
Education
- Relevant university degree- Required
- IMPACT course or equivalent knowledge - Required Experience
- 5 years plus of demonstrable experience based on the tasks outlined with strong and encompassing reporting - Required
- Experience is setting up and coordinating management information systems (MIS) - Required
- Experience of working for Red Cross/Red Crescent Movement - Preferred
- Experience in data collection and management - Required
Knowledge, skills and languages
- Sound knowledge of Microsoft Office applications and digital reporting tools including different data collection methodologies - Required
- Ability to formulate Information Management (IM)and related technical requirements and Operating Procedures- Required
- Solid and tested analytical skills and ability to write effectively reports - Required
- Proven skills to analyse statistical information - Required
- Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa - Required
- Fluently spoken and written English - Required
- Good command of arabic or french - Preferred
